 Job Title: HMIS Support Specialist Reporting To: HMIS Program Manager

Purpose of Position 
Homeless Management Information System (HMIS) is a webâbased data system that collects unhoused services 
and related data from shelters, supportive service providers, and public agencies working to serve displaced and 
atârisk clients in Orange County. Its purpose is to ascertain an unduplicated count of unhoused individuals in Orange 
County, track their progress through the system of care into selfâsufficiency, coordinate service delivery, and 
provide accurate aggregate data regarding subâpopulations. The successful candidate will have a strong aptitude 
for providing technical support to nonâtechnical database users and databases. Under the direction of the HMIS 
Program Manager, the selected candidate will be responsible for leading HMIS training activities and developing 
training materials, contributing content to monthly HMIS user meetings, and providing technical support to HMIS 
participating agencies. 
 

Key Duties and Responsibilities 
 • Serves as technical support to HMIS agencies to ensure appropriate use of system 

 • Supports the ongoing development of HMIS training and education materials, including the development of 
new and maintenance of existing training materials, as well as conducting training in webinar format 

 • Participate in agency audit process, including maintenance of materials, training staff, performing audits, 
tracking results and following up with agencies 

 • Completes agency and project setâup in HMIS as needed 

 • Ongoing support including system monitoring and testing, problem diagnosis and resolution, and updates to 
HMIS 

 • Provides content for monthly HMIS user meetings to address appropriate system use, recommend system 
improvements, facilitate information sharing and identify best practices 

 • Maintains quality, accessibility, and functionality of HMIS by keeping up to date with release notes and other 
documentation from the HMIS vendor and Department of Housing and Urban Development (HUD) 

 • Creates education documentation on the use of HMIS and HUD policy for a nonâtechnical audience as needed 

 • Contribute website content updates 

 • Ability to get to work on time

Purpose of PositionUnder the direction of the Client Services Supervisor, the Housing Specialist is a client-focused position serving English- and/or Spanish-speaking individuals in Orange County, and is primarily responsible for providing information, resources, and crises assistance to clients contacting 211OC through the helpline, email, texting, outreach events, or any other means identified by 211OC management. We are a high volume call center and the front line to providing assistance to those in need. Under the supervision of the Senior Manager of Community Programs, the Community Navigator is responsible 
for assisting the needs of people contacting 211OC (Call Center, text, email, and collaboration with partner

 • Assess and determine eligibility for a hate crime/hate incident/hate activity

 • Assist with overflow calls for the CA vs Hate hotline, when needed

<h2>Purpose of Position</h2>The Director, Grants and Contracts, will solicit and manage grant and contract funding for Orange County United Way (OCUW). Purpose of PositionThe Program Manager holds a crucial role in advancing Orange County United Way’s (OCUW) FACE 2024 and the United for Students Success (U4SS) Initiative. The Mission and Opportunity
211 NorCal operates in Shasta, Tehama, and Siskiyou counties and provides free social services information and referrals to residents 24 hours a day, seven days a week, 365 days a year. The service is available through call, web (211norcal.org), and text services. Common referrals are for housing; food; utility assistance; counseling and addiction services; free or low-cost legal assistance, and transportation.
211 NorCal is experiencing growth due to increased awareness of the service; new contracts for outreach on specific health and child development issues; planned expansion to neighboring counties (for example, Plumas County service is envisioned within the next 12-18 months), and 211’s utility as an easy-to-remember number for public information during times of disaster. Because 211 is always “on,” and because its scope can encompass any social services need, possibilities for service and expansion abound.

Job Summary
The 211 Program Manager will ensure operational excellence of the 211 social services helpline and its related services. The Program Manager will supervise the resource database team and oversee 211 NorCal’s relationship with its outsourced Call Center. OVERVIEW OF RESPONSIBILITIES 
	Reporting to the Interim VP of Operations and Administration, this position is responsible for the physical and digital infrastructure at United Way, including maintenance and security of the property, management of tenants, and oversight of information technology vendors and systems. Building and parking lot are owned by United Way and include office space for United Way staff and tenants, community event spaces, and warehouse space. This position supervises the Office Manager and the Facilities Coordinator.

Duties &amp; Responsibilities
<ul><li>Ensure United Way’s physical property, telecommunications systems, and information technology are well-maintained and meet the needs of staff, tenants, and community members.</li>
<li>Proactively ensure ongoing maintenance and security of building and parking lot. Maintain prioritized list of maintenance needs. Ensure that items are assigned and completed in a timely and cost-effective manner, and communicated to appropriate stakeholders.</li>
<li>Provide oversight to community spaces and warehouse, creating and reinforcing guidelines for use so that all users can keep the spaces organized and ready for use at all times.</li>
<li>Manage processes and policies related to building tenants (long term contract as well as event groups), with the goal of a fully-leased property.</li>
<li>Oversee procurement and vendor relationships related to building maintenance and security as well as telecom services and information technology. Assess vendors and systems regularly to ensure alignment with UW’s needs. Regular vendors include, but are not limited to, janitorial, security, and IT support.</li>
<li>Manage budget for facilities and technology equipment purchase, maintenance, and contracts. Ensure timely processing of all relevant receivables and payables.</li>
<li>Maintain availability to staff for basic IT support such as troubleshooting equipment, and determining appropriate vendor for escalation as needed.</li>
<li>Manage the renewal of relevant property and liability insurances; report and track claims as needed.</li>
<li>Maintain good working relationship with relevant licensing and government agencies.</li>
</ul>Supervisory Responsibility
This position will oversee two internal staff as well as external IT, security, janitorial and vendor contracts.
Physical Demands
At times, this position may include periods of extended physical activity such as walking, climbing, stooping, kneeling, and bending to inspect all aspects of the property, including technology equipment. Position at times requires the ability to lift up to approximately 50 lbs. EDUCATION/REQUIREMENTS
Knowledge, Skills and Expertise
<ul><li>Facilities management skills: ability to assess and complete basic maintenance, building, and repair tasks; knowledge of equipment, supplies, and materials used in commercial property maintenance; general understanding of plumbing, HVAC, electrical, security, etc.</li>
<li>IT skills: knowledge and understanding of standard office hardware and software systems; ability to troubleshoot hardware and software; experience with software and IT support vendors; ability to support users and suggest appropriate steps for resolution.</li>
<li>Ability to manage vendors, contracts, and budgets.</li>
