Purpose of PositionUnder the direction of the Client Services Supervisor, the Housing Specialist is a client-focused position serving English- and/or Spanish-speaking individuals in Orange County, and is primarily responsible for providing information, resources, and crises assistance to clients contacting 211OC through the helpline, email, texting, outreach events, or any other means identified by 211OC management. We are a high volume call center and the front line to providing assistance to those in need. We are looking for articulate, caring, good communicators, who are able to maintain a calm and professional demeanor, think on their feet, yet able to handle the call volume we receive from routine questions to more complex issues. We put our callers’ needs first, as we are here to serve our community.Key Duties and Responsibilities<ul><li>Provide social service navigation to clients contacting our contact center at 211OC through the helpline, email, texting methods, outreach events.</li><li>Assess clients’ need and readiness for services and their current barriers to stable housing</li><li>Identify and confirm clients’ existing service connections at time of intake, including but not limited to the services clients report having contacted and the services—including assessments (i.e. Housing Assessment)—clients appear to have accessed according to HMIS</li><li>Help clients establish concrete, attainable housing stability goals and develop action plans for achieving those goals; track clients’ progress toward achieving their housing stability goals, adjusting action plans as needed to overcome barriers</li><li>Connect clients to community resources tailored to their unique housing needs, strengths, and obstacles; connections may include—but are not limited to—referrals, “warm” hand-offs between clients and partner organizations, and direct enrollment in services, when applicable</li><li>Continuously assess clients’ interest in following and capacity to follow their action plans; refer clients with low interest to lower-level services; connect clients with low capacity to higher-level services</li><li>Follow clients throughout their action plans until one of the following conditions is met: 1) stable permanent housing is achieved, 2) lower interest level results in a referral to lower-level services, or 3) service limitations or unavailability have resulted in an impassable barrier to stable permanent housing; consult with organizational leadership before terminating a client case due to impassable barrier</li><li>Maintain accurate records on all clients, meeting the deadline and thoroughness standards established by your department in HMIS and 211OC’s Information &amp; Referral Database.</li><li>Directly provide clients—or connect them to—appropriate and relevant information, education, and training on diversion, prevention, and housing services, renters’ and landlords’ rights and responsibilities, and other topics that would assist them in remaining or becoming housed</li><li>For clients identified as needing wraparound support from multiple community organizations, plan, coordinate, and manage the provision of wraparound services department</li><li>Serve as liaison between partner organizations’ outreach workers and their clients when the clients contact the helpline requesting updates</li><li>Advocate for clients with housing providers when clients run into barriers</li><li>Meet or exceed all efficiency, deadline, accuracy, and compliance standards established by HUD and/or your</li><li>Learn and develop expert working knowledge of our resource database and its management software.</li><li>Active listening, with ability to assess clients’ stated and unstated needs during interactions.</li><li>Educate clients on available services/resources and ensure client eligibility and support.</li><li>Empower clients to choose the services they feel are most appropriate for their situations by discussing the options and needs assessed.</li><li>Deescalate clients if upset and intervene during crises and/or situations of abuse.</li><li>Troubleshoot services and their availability utilizing expert knowledge and navigation of the 211OC resource database and through teamwork with other I&amp;R Specialists in the Dept.</li><li>Be an advocate and assist clients in problem-solving when no services are available which can meet their needs.</li><li>Perform thorough intakes on clients and accurately report data.</li><li>Follow-up with clients and close the loop to ensure they received needed services. Purpose of Position 
Under the supervision of the Senior Manager, Partner Engagement the Resource Coordinator is primarily 
responsible for managing and maintaining relationships with service agencies listed in 211OC’s resource 
databases including keeping up the accuracy of information, adding new agencies and services, and recruiting 
into GetHelpOC closed loop referral partners. 


Key Duties and Responsibilities 
ï· Manage and develop expertise of 211OC’s GetHelpOC: Community Information Exchange and iCarol 

resource databases of all front-end, back-end and administrative features and functions 

ï· Maintain and ensure integrity of records in the resource databases 

ï· Build relationships with agency and program staff, provide GetHelpOC demos, and encourage participation 
in GetHelpOC for closed loop referrals.

ï· Develop a working knowledge of Alliance of Information and Referral Systems (AIRS) Taxonomy and

Enrollment Specialist is primarily responsible for helping people over the phone assess their eligibility and successfully apply 
on their behalf for benefits programs including, but not limited to: CalFresh (known federally as Supplemental Nutrition 
Assistance Program or SNAP), Low-Cost Utility Assistance, California Alternative Rates for Energy Program (CARE), and other 
approved application processes. 
 
Key Duties and Responsibilities 
 • Perform in-depth screenings and assessments, collects client information, and encourage clients to apply for entitled 

benefits. 
 • Enroll clients over the phone through BenefitsCal (online –CalFresh and Medi-Cal), and other approved application 

processes, which includes answering questions on their behalf, obtaining consent and uploading images of their 
documentation. 

 • Maintain accurate tracking and reporting for enrollment programs and referral services. 
 • Conduct client follow-up via phone and text message to ensure the continuation of benefits. 
 • Assist with community outreach events throughout the County of Orange. 
 • Follow up with the client to determine application approvals and advocate on their behalf when experiencing barriers.

Purpose of Position 
The United for Student Success (U4SS) Program Specialist will align and support Orange County United 
Way’s (OCUW) FACE 2024 and United for Students Success (U4SS) Initiative to systematically increase 
our region’s high school graduation rate to 95% among students from disadvantaged socio-economic 
backgrounds. 
 
The U4SS Program Specialist will work with United Way’s U4SS team to innovate and improve employer 
engagement, which generates program participation, college and career awareness, and additional 
funding opportunities. This dynamic individual will also get to work with existing United Way corporate 
partners, and local organizations to cultivate new partnerships; raise visibility in the community; track 
and use data for program performance, and obtain fresh perspectives as continuous improvement is 
integral to our ability to effectively contribute to transformative systems changes that benefit students 
in Orange County. 
 
This entry-level U4SS Program Specialist position is a one-year grant-funded position and is full-time 
(37.5 hours/week). The Education Program Specialist will report to the Program Manager, United for 
Student Success. 
 
Key Duties and Responsibilities 

 • Support Youth Career Connections (YCC) and college and career readiness efforts at the school, 
district, and regional levels. Attend work-based learning meetings to enhance activities and stay 
updated on new work-based learning models. 

o Support the development and management of OCUW’s “Youth Career Connections 
Program” for high school students which includes the following activities:

when placing and managing students in Workplace Mentorships. 

 • Assist the team with various programs, including the Class of 2025 e-Mentorship, Destination 
Graduation, and Youth Career Connections, in collaboration with educational partners. 

o Conduct presentations on educational initiatives and programs to internal United Way 
staff, corporate partners, educational partners, students, parents, and teachers. 

o Support coordination of high school and college interns. 
o Facilitate outreach and recruitment of students and volunteers into various educational 

programs. 
o Maintain aspects of social media content and presence. 
o Create and coordinate marketing collateral for student outreach and education. 
o Maintain corporate, education, and agency lists of corporate partners on database 

management software 
 • Support OCUW staff coordination of U4SS programs and committees, as well as other leadership 

groups dedicated to strengthening our programmatic goals. 
 • Support U4SS social media and newsletter efforts by planning, creating, and posting content. 
 • Participate in community and school outreach events to build brand awareness and strengthen 

relationships with parents and students. 
 • Coordinate capacity-building efforts (i.e. trainings, strategic planning, development of marketing 

materials, etc.) to enhance OCUW’s organizational capacity as a leading work-based learning 
intermediary, advocate, and community leader. Maintain U4SS data tracking systems of 
collection, analysis, and reporting. 

 • Support external vendors and contractors, as assigned. 
 • Work interdepartmentally to create an effective, measurable, and sustainable employer/donor 

pipeline for work-based learning engagement with local high schools 
 • Attend, organize and/or facilitate relevant meetings, trainings, workshops, outside events and 

organization-wide activities.

Job Requirements /Technical Knowledge 

 • Minimum of an undergraduate degree in education, sociology, human services, social work, 
business administration, workforce development, communications or related field. 

 • 2+ years of experience in the field of education, academic support services and/or community 
outreach. 

 • Familiarity with equity-minded research-based approaches to: work-based learning, projects 
based learning models, differentiated instruction, mixed-skill and age grouping, culturally 


relevant teaching practices and working with English Language Learners and under resourced 
youth. 

 • Demonstrated record in achieving results with low-income youth and teens. 
 • Understanding of and ability to meet performance-based outcomes. 
 • Knowledge of program development, implementation and evaluation, particularly as this relates 

to high school students. 
 • Proven record of excellent writing and communication skills.

Purpose of Position 
Orange County United Way (OCUW) is seeking a driven, results-oriented senior leader to join our United 
for Financial Security (U4FS) leadership team. The U4FS initiative empowers struggling families by 
providing the financial tools needed to achieve stability and thrive. This role will focus on managing the OC 
Free Tax Prep program, which offers free tax preparation services to low- and moderate-income 
households, seniors 60+, individuals with limited English proficiency, and people with disabilities. We're 
looking for a leader with a passion for financial empowerment and community impact, who can lead with 
vision, drive operational excellence, and foster partnerships that enhance the reach and effectiveness of 
our services. 
 

 Key Duties and Responsibilities 
 • Lead and manage the OC Free Tax Prep Program, overseeing all operational and programmatic 

aspects. 
 • Develop and maintain strategic partnerships with community organizations to support program 

implementation. 
 • Cultivate strong relationships with key stakeholders, including the IRS, local elected officials, 

partner agencies, and grantors. 
 • Manage internally operated tax prep sites, including recruitment and oversight of site 

coordinators, and organize events with elected officials as needed. 
 • Ensure compliance with OC United Way and IRS Quality Site Requirements by implementing 

protocols and conducting site visits throughout the tax season. 
 • Supervise the OC Free Tax Prep staff (Program Specialist, Operations Specialist, and Contracted 

Staff) 
 • Collaborate with 211 OC to ensure the OC Free Tax Prep Hotline operates smoothly and efficiently 

through the tax season. 
 • Perform other duties as assigned to support the overall success of the program, Initiative, and 

Agency.
