General Description: This position is responsible for strategic leadership, coordination and oversight for contract administration, regulatory compliance, quality assurance, grants management, and performance operations across community impact operations to ensure the efficient and effective delivery of services aligned with Council on Accreditation (COA) standards, organizational policies, and all applicable contractual and regulatory requirements.

The position drives continuous quality improvement and serves as a key operational leader supporting Community Impact initiatives through the development of monitoring systems, quality assurance protocols, grants management coordination, and data-informed operational practices that strengthen organizational effectiveness and accountability.

Primary Job Responsibilities & Duties:

  • Serve as a key United Way Broward resource for Community Impact operations through leadership of contract administration, compliance oversight, quality assurance, and performance management functions.
  • Provide day-to-day leadership and oversight of contract administration, compliance monitoring, and quality improvement activities for internal programs and subcontracted providers.
  • Develop and implement quality assurance and continuous improvement initiatives designed to enhance operational effectiveness, program performance, service delivery, and stakeholder accountability.
  • Monitor contracts, grants, and program performance to ensure achievement of deliverables, compliance standards, fiscal accountability, and progress toward established impact metrics, outcomes, and goals.
  • Coordinate grant writing operations, including grant submission timelines, proposal coordination, supporting documentation, compliance requirements, post-award implementation tracking, and reporting deliverables.
  • Collaborate with program leadership, finance, resource development, and data teams to ensure grants and contracts are operationalized effectively and aligned with organizational priorities and measurable community impact.
  • Lead the development and implementation of performance dashboards, monitoring tools, standardized processes, and data management systems that support operational effectiveness, accountability, performance measurement, and informed decision-making.
  • Support organizational readiness for internal reviews, external audits, monitoring visits, and accreditation activities by maintaining appropriate documentation and compliance systems.

Other Job Duties:

  • Draft, review, negotiate, and manage contractual agreements including service contracts, memorandums of understanding, vendor agreements, amendments, and non-disclosure agreements in accordance with organizational policies and legal standards.
  • Develop and oversee systems to monitor subcontractor performance, utilization, invoicing, grant deliverables, outcome reporting, and compliance with contractual, COA accreditation standards, and regulatory requirements.
  • Analyze operational, contractual, and compliance risks and recommend process improvements and mitigation strategies to Impact leadership team.
  • Manage the full contract lifecycle from development and execution through monitoring, renewal, amendment, and closeout.
  • Develop, maintain, and oversee organization-wide grants matrices and tracking systems to monitor funding opportunities, application status, award requirements, reporting deadlines, contract deliverables, and grant performance outcomes; facilitate internal accountability.
  • Coordinate contract-related communications and reporting with funders, community partners, subcontractors, and external agencies.
  • Develop and maintain policies and procedures related to contract management, compliance monitoring, grants administration, invoicing, subcontract oversight, and quality management.
  • Coordinate annual review of all policies and procedures in accordance with changes in organizational needs, COA quality standards, federal, state, and local laws and regulations.
  • Identify operational inefficiencies, compliance gaps, and program-specific concerns and work collaboratively with leadership teams to implement corrective actions and process improvements.
  • Deliver monthly, quarterly, and annual performance reporting for internal programs and funded initiatives to Impact leadership and for other organizational needs.
  • Lead preparation activities for audits and compliance reviews and promptly notify leadership, including the Chief Impact Officer, of identified risks, compliance concerns, or operational issues.

Education & Experience:

Combination of education and experience normally represented by:

  • Master’s degree required.
  • Minimum of five to seven (5-7) years of progressive experience in contract administration, grants management, compliance, quality assurance, or related operational leadership roles.
  • Demonstrated experience managing complex grants, contracts, and regulatory compliance functions.
  • Proven leadership experience supervising, coaching, mentoring, and developing professional staff while managing performance and fostering a culture of accountability and continuous improvement.
  • Strong financial and budget management experience.
  • Experience utilizing data analytics, performance measurement, and reporting systems to drive operational and programmatic improvements.
  • Demonstrated expertise in managing and analyzing large, complex datasets, including data governance, quality assurance, reporting, and dashboard development; ability to leverage data and performance metrics to drive strategic decision-making and continuous improvement.
  • Strong organizational, project management and planning skills required.
  • Deep knowledge of contract law, regulatory compliance, accreditation standards, and risk management principles.
  • Excellent written, verbal, and interpersonal communication skills with strong attention to detail.
  • Proven ability to lead cross-functional initiatives and build collaborative relationships with internal and external stakeholders.

Environment & Physical Demands: The environment is climate controlled (i.e., heated and air-conditioned). Lighting is adequate through overhead lighting as well as windows and blinds.
