United Way’s OC Free Tax Prep (OCFTP) educates the community about the Earned Income Tax Credits and offers free 
tax preparation services to low- and moderate-income taxpayers throughout Orange County by participating in the 
Internal Revenue Service (IRS) Volunteer Income Tax Assistance (VITA) Program and by encouraging self-filing online 
through MyFreeTaxes.com. The Campaign is a partnership with the IRS, Franchise Tax Board, and over 30 local 
organizations. OCFTP is part of Orange County United Way’s Income strategies, which assist residents to become 
financially independent by focusing on education and services that build financial stability. 


Purpose of Position 
Manages free tax preparation sites and events hosted by Orange County United Way within Orange County (locations 
to be determined based on availability). 

 
Key Duties and Responsibilities 
 • Performs all responsibilities that will ensure the safe and efficient operation of the VITA sites, including 

maintaining privacy and confidentiality of taxpayer information 
 • Coordinates with Senior Program Manager on all aspects of site management, IRS and program 

requirements, and e-file administration 
 • Assists with outreach to Orange County residents, students and workers, increasing awareness about the 

program

Qualifications 

The ideal Site Coordinator will have the following education and skill requirements: 

 • Prior VITA experience required – familiar with TaxSlayer Software 

 • CPA, CPA Candidate, CTEC or EA preferred 

 • Associate or Bachelor degree in accounting, tax, or related-field preferred 
 • Required to pass (at minimum) the online IRS certifications in Basic, Advanced, and Health Savings 

Account once hired and prior to teaching 

 • Experience in Customer Service and Problem-Solving Skills 

 • Must be available to work flexible hours, evenings and Saturdays 

 • Ability to manage and coordinate an all-volunteer staff 

 • Ability to work independently in a fast-paced setting 

 • Ability to work under pressure 

 • Demonstrates proficiency in analytical skills 

 • Ability to work with Microsoft Excel 
 
Training 
Classroom training or self-study through IRS Link and Learn and a passing score of 80% or more on the tax 
law and standards of conduct exams at the Advance level. A special IRS Site Coordinator training is also 
required. This course covers all the quality site requirements and other administrative items necessary to 
effectively operate a VITA site.

Schedule

<h2>Position Summary&nbsp;</h2>The Philanthropy Manager will lead efforts to cultivate, manage and grow the organization’s donor base. The campaign served more than twelve thousand clients and impacted more than 23,000 community members during the 2023-24 tax season, bringing more than $15 million into the community. United Way plans to exceed these accomplishments during the upcoming 2024-25 tax season and is hiring up to 25 Tax Site Managers to achieve this goal.&nbsp;As a Tax Site Manager for the Free Tax Preparation Campaign, you will oversee the daily operations of one or more in-person tax site(s) at least two shifts each week. You will provide coordination, organization, and supervision for tax preparation, including overseeing team assignments, providing guidance and mentorship during designated shifts, answering tax preparation questions, supporting volunteers, troubleshooting issues, and elevating challenges. We are seeking individuals with strong customer service experience, especially with low-income clients. Preference for applicants with a high degree of flexibility and adaptability, strong attention to detail, and the capability to manage the volunteers in dynamic environments.&nbsp;This position is a temporary, time-limited role, lasting from November 16, 2024, until April 30, 2025. You will not be compensated for these accrued hours when your assignment ends.&nbsp;Essential Duties:<ul><li>Oversees preparation of tax returns and confirms all returns are correct.&nbsp;</li><li>Drives team motivation to positively impact weekly goals.</li><li>Provides exceptional support to volunteers, managing and answering questions.</li><li>Provides excellent customer service by resolving issues and making sure clients receive all the services for which they are eligible.</li><li>Transmits tax returns to IRS Service Center and follows up on all rejected returns.</li><li>Participates in tax preparation and quality review training sessions.</li><li>Troubleshoots issues such as case management ticketing problems for clients and volunteers, and escalates unresolved issues as needed to reach an appropriate resolution.&nbsp;</li><li>Submits weekly reports and communicates regularly with Tax Campaign staff during tax season.</li><li>Assists with training and certification of volunteers.</li></ul>Knowledge, Skills, and Abilities:<ul><li>Demonstrated understanding of social justice and racial equity and committed to applying racial and economic justice lenses in both personal and workplace context.</li><li>Lived experience or demonstrated professional skills working in a diverse work environment.</li><li>Demonstrated strong proficiency with technology including coaching others to use technology effectively and troubleshooting technical problems.</li><li>Proven exceptional customer service skills serving diverse communities.</li><li>Demonstrated team management experience, especially if experienced managing volunteers.</li><li>Proven high degree of flexibility and adaptability.</li><li>Proven effective communication skills in-person, by email, and via virtual messaging platforms like MS Teams.</li><li>Proven ability to use tax preparation software or willingness to learn.</li><li>Demonstrated ability to maintain confidentiality with sensitive client information.</li><li>Willingness to receive tax training and be VITA (Volunteer Income Tax Assistance) certified at the advanced level.</li><li>The ability to speak a second language is helpful but not required. Priority languages include Spanish, Vietnamese, Chinese, Russian, Korean, Tagalog, and Amharic.&nbsp;</li></ul>Education and/or Experience:Bachelor’s degree, or equivalent experience, in social work/human services, education, or a related field. &nbsp;Experience working in community nonprofits or the public sector preferred.
