Purpose of Position 
Enrollment Specialist is primarily responsible for helping people over the phone assess their eligibility and successfully apply 
on their behalf for benefits programs including, but not limited to: CalFresh (known federally as Supplemental Nutrition 
Assistance Program or SNAP), Low-Cost Utility Assistance, California Alternative Rates for Energy Program (CARE), and other 
approved application processes. 
 

Key Duties and Responsibilities 
 • Perform in-depth screenings and assessments, collects client information, and encourage clients to apply for entitled 

benefits. 
 • Enroll clients over the phone through BenefitsCal (online –CalFresh and Medi-Cal), and other approved application 

processes, which includes answering questions on their behalf, obtaining consent and uploading images of their 
documentation. 

 • Maintain accurate tracking and reporting for enrollment programs and referral services. 
 • Conduct client follow-up via phone and text message to ensure the continuation of benefits. 
 • Assist with community outreach events throughout the County of Orange. 
 • Follow up with the client to determine application approvals and advocate on their behalf when experiencing barriers. 
 • Provide first-contact resolution by ensuring that each customer’s needs are addressed to the best of 2-1-1’s ability 

during their first contact with 211OC. 
 • Collaborate with and serve as a resource to community organizations and 211OC staff to share best practices and other 

knowledge. 
 • Assess participants’ immediate needs and make referrals to appropriate resources. 
 • Develop an expert working knowledge of the 211OC’s management software including Community Information 

Exchange database, telephony, softphone, texting, administrative systems and other approved software. 
 • Empower clients to choose the services they feel are most appropriate for their situations. 
 • De-escalate dissatisfied clients and intervene during crises and/or situations of abuse. 
 • Troubleshoot unavailability of services through expert knowledge of navigation of the 211OC’s resource database and 

through teamwork with other Information &amp; Referral (I &amp; R) Specialists and the Resource Department. 
 • Assist clients in problem-solving when no services are available which can meet their needs. 
 • Divide time between answering contacts for benefits enrollment and the 2-1-1 general line based upon department call

The Junior Data Engineer position is responsible for providing data management, modelling, and data automation support to internal teams, the 2-1-1 network, and stakeholders. Serves as the key staff support position for United Way of Greater Kingsport’s (UWGK) communication and admin efforts.The UWGK is seeking for a creative and passionate Communications Coordinator to join our team at the United Way of Greater Kingsport (UWGK) who will convey a positive image of the United Way of Greater Kingsport to volunteers, donors, recipients of service and the general public as well as ensure a well-managed and efficient office. This person will have the opportunity to collaborate with a great team as they provide communications support for the UWGK Board of Directors, Executive Director, and office staff. UWHC brings together partners from businesses, education, government, faith-based, and nonprofit organizations to work toward common goals, resulting in a better quality of life for all.In the wake of Hurricane Helene, UWHC has been serving our mission at an elevated capacity to meet the new and expanded needs to organize and mobilize community resources, which include: • Mobilizing significant amounts of supplies and organizing hundreds of volunteers (more than 1,350 volunteer shifts serving 6,400 volunteer hours to support response and recovery efforts in October alone); • Coordinating nonprofit inter-agency communication across Henderson County to create essential communicating channels, ensure resources are getting where they need to be, identify gaps in resources, and collaborate on next steps in our community response; • Organizing and mobilizing local nonprofit partners and equipping them with the knowledge and information that they need to be effective community nonprofit resource representatives at the Henderson County Disaster Recovery Center.UWHC has been a key partner in creating the Disaster Recovery Partnership (DRP), the long-termrecovery group formed in response to the devastation Hurricane Helene wrought in Henderson County.The DRP’s mission is to unite and empower Henderson County communities in the face of disasters by promoting effective information sharing, simplifying access to critical resources for individual andfamilies, and collaboratively addressing unmet needs.To support the DRP’s work, UWHC is hiring a Disaster Recovery Senior Director to direct andcoordinate the effective implementation of the DRP’s mission along with goals and strategies for long-term recovery for disaster-affected individuals and families in Henderson County. UWHC has agreed to serve as the DRP’s fiscal sponsor through December 31, 2026 and will hire and support DRP staff during this transition period. When the Disaster Recovery Partnership is a self-sufficient 501(c)3 nonprofit entity, the Disaster Recovery Senior Director will be well-positioned to serve in a leadership role.&nbsp; &nbsp;Main DutiesThe Disaster Recovery Senior Director will: • Work with UWHC staff and the DRP Advisory Board to develop and implement operationalpolicies and procedures for the DRP; • Direct and support the work of the Disaster Case Management Lead; • Direct and support the work of the Disaster Response Program Manager; • Fundraise to address the unmet needs of disaster survivors in Henderson County; • Develop a public relations program; • Attend DRP Advisory Board meetings; • Participate in and provide reports and guidance to DRP committees including but not limited tothe Disaster Case Management Committee, the Construction and Volunteers Committee, theCommunications Committee, the Fundraising Committee, and the Unmet Needs Committee; • Build relationships with other long-term recovery groups in Western North Carolina; • Develop strong partnerships with community groups, agencies, and faith groups; and • Work with UWHC staff and the DRP Advisory Board to transition the DRP into a self-sufficient501(c)3 nonprofit organization by December 31, 2026.Qualifications:The Disaster Recovery Senior Director must have: • Excellent administrative skills; • Empathy for people in disasters and/or experiencing trauma; • Strong interpersonal and communication skills; • Strong ethical conduct; • Demonstrated capacity for collaboration; • Demonstrated flexibility in changing circumstances and environments; • Demonstrated ability to work with people of all ages, backgrounds, and cultures; • Excellent computer skills including word processing and spreadsheets; • Proficiency in Microsoft Office and Google Suites of Products; and • Ability to travel around WNC, as needed.To apply: Resume and cover letter are required.
