This position oversees United Way’s initiative, Mission United, that engages community 
partners to support our region’s military-connected individuals on customized journeys to self-
sufficiency. The Director is tasked with building relationships and growing Mission United’s 
network of service providers, connecting clients to affordable housing, job training, health care 
and other resources through online care-coordination software. Of the over 400,000 military-
connected people living in Hampton Roads, Mission United’s target population includes: 
active-duty service members (including the Reserves and National Guard), military retirees, 
military spouses and dependents, caregivers and veterans. It is the role of the Director of 
Mission United to spearhead the engagement of diverse stakeholder groups that guide 
mission, vision, and strategy, as well as support aligned activities and shared measurements, 
build public will and community engagement, advance policy, and mobilize funding.

Essential Duties and Responsibilities 


 
Administrative &amp; Financial Management 
 • Coordinates, gathers, and support internal staff and consultants when needed to 

develop successful proposals and investment opportunities. 
 • Create, read, and understand budgets and other financial reports, including drawing 

conclusions regarding the financial impact of product/program development and 
implementation. 

 • Support reporting requirements for funders cross-functionally with CI, RD, and 
Operations to ensure timely and accurate reporting 

 • Provide oversite of call centers and initiatives related to Mission United 
 • Develop and maintain protocols and/or policies regarding the operations of the Mission 

United Call center. 
 • Function as a trusted advisor to the Community Impact department head in helping to 

guide strategic direction for community investments and the creation of programs and 
services. 

 • Lead and build the talent of staff specifically aligned to family stability. Give constructive 
feedback, coach, and mentor employees to achieve high performance and results. 

 • Conduct/Ensure all training requirements for staff are met, including re-certifications.

Community Collaboration 
 • Represent UWSHR at external events and ensure collaborative community relationships, as

coordinated responses. One of our key action steps was the establishment of the “Hope &amp; 
Healing Coalition”, to address community violence. 
 
A “coalition” is a union of people and organizations working to influence outcomes on a specific 
problem. Coalitions are useful for accomplishing a broad range of goals that reach beyond the 
capacity of any individual member organization. These goals range from information sharing to 
coordination of services, from community education to advocacy for major environmental or 
policy (regulatory) changes. Working closely under the guidance of the Director of Healthy 
Communities, The Hope &amp; Healing Coalition Coordinator will liaise with Coalition members and 
grantees to offer continuous support and put them on a path to success, which has the following 
stages: (1) “Before You Build It”; (2) “Build It”; (3) “Make It Work”; and (4) “Sustain It”.

 • Attend meetings; record, prepare, and distribute minutes in support of all Hope and

 • Convene Hope and Healing coalition, disseminating materials prior to meetings, and 
communicating with coalition members between meetings.

The Resource Navigator Position is responsible for providing information, referral and 
prescreening for County specific programs. Exceptional customer service and accurate

vision, and mission. This position is part-time and fully remote but must be in the office 
for the 90-day introductory period for training. Must be flexible with the scheduled hours. 
Average hours are 20-25 hours per week. 

Responsibilities: 

 • Answering inbound phone calls in a timely manner. 
 • Assessing caller needs and facilitating appropriate referrals for families and individuals 

seeking health and human service information, including evaluating client eligibility 
using pre-determined screening criteria for a variety of specialized contracts 

 • Accessing the 211 database for resources and appropriately refer callers. 
 • Demonstrate proficiency in using call center software, computer hardware and 

telephone equipment 
 • Proficient in use of Text and Chat 
 • Provide information, referral and prescreening for callers from specific counties within 

the PA 211 East region who may be facing loss of their primary residence due to eviction.
