
Homeless Services Manager
PURPOSE OF POSITION:
United Way of the CSRA seeks a highly skilled and strategic professional to serve as the Homeless Services Manager responsible for coordinating and advancing the work of the Augusta-Richmond County Homeless Task Force (GA-504 Continuum of Care).
As the Collaborative Applicant for the CoC, United Way of the CSRA provides leadership, coordination, and administrative support for the Augusta-Richmond county’s homelessness response system. The Homeless Services Manager serves as the primary operational lead for the Homeless Task Force, managing system planning, governance, HUD compliance, funding processes, and cross-sector collaboration.
This role oversees the implementation of the CoC strategic priorities, supports federal grant administration, coordinates the annual HUD funding competition, and facilitates collaboration among housing providers, service agencies, local governments, and community stakeholders. This position ensures that the CoC operates effectively, uses data to drive decision-making, and continuously improves the CoC response to homelessness.
This position supervises the HMIS support staff and works closely with the State Lead HMIS Administrator (Georgia Department of Community Affairs), CoC Board leadership, and community partners to strengthen the housing crisis response system across the county.
DUTIES AND RESPONSIBILITIES:
Continuum of Care Leadership & System Coordination
- Serve as the operational lead for the Augusta-Richmond County Homeless Task Force (GA-504 Continuum of Care).
- Coordinate the implementation of responsibilities outlined in the HUD Continuum of Care Program Interim Rule (24 CFR 578).
- Support the CoC Board, Executive Committee, and standing committees through agenda development, facilitation, documentation, and follow-up.
- Ensure effective coordination across the homelessness response system, including shelters, outreach programs, housing providers, and public agencies.
- Serve as a primary liaison between the CoC, local governments, housing authorities, state agencies, and community stakeholders.
Strategic Planning & System Performance
- Lead implementation and monitoring of the CoC strategic plan to prevent and end homelessness.
- Use HMIS and system performance data to identify service gaps, emerging needs, and opportunities for system improvement.
- Coordinate system-wide initiatives to improve housing outcomes, reduce unsheltered homelessness, and strengthen coordinated services.
- Support development of performance metrics and system dashboards to monitor progress.
HUD CoC Funding Competition (NOFO)
- Lead coordination of the annual HUD Continuum of Care Notice of Funding Opportunity (NOFO) competition.
- Develop competition timelines, guidance materials, and technical assistance for applicants.
- Coordinate project ranking and scoring processes consistent with CoC policies and HUD requirements.
- Compile and submit the consolidated CoC application and project listings through HUD systems.
- Provide technical assistance to new and existing applicants.
Grant & Contract Administration
- Assist with management of the CoC Planning Grant and HMIS Support Grant, ensuring compliance with federal requirements.
- Monitor grant deliverables, milestones, and reporting requirements.
- Coordinate with UWCSRA staff on budgeting, invoicing, and grant compliance.
- Track project performance and assist with corrective actions when necessary.
Coordinated Entry & System Integration
- Support oversight and continuous improvement of the Coordinated Entry System.
- Work with service providers to ensure alignment with HUD Coordinated Entry requirements and best practices.
- Facilitate cross-agency collaboration to improve referrals, service access, and housing placements.
HMIS & Data Integration
- Collaborate with the Local HMIS Participating Agencies and the HMIS Lead Agency (DCA) to support data quality and system reporting.
- Promote the use of HMIS data and system performance measures to inform decision-making.
- Assist in interpreting data trends for CoC planning, funding decisions, and public reporting.
Stakeholder Engagement & Community Partnerships
- Build and maintain strong partnerships with nonprofit agencies, government entities, healthcare providers, and housing organizations.
- Facilitate inclusive engagement with persons with lived experience of homelessness.
- Coordinate training opportunities and capacity-building initiatives for CoC member agencies.
- Represent the CoC and United Way of the CSRA in community, state, and national forums related to homelessness and housing.
Governance, Policies & Compliance
- Maintain and update CoC governance documents, policies, and operating procedures.
- Ensure compliance with HUD regulations, federal grant requirements, and CoC policies.
- Support the CoC Board in reviewing and updating governance structures and committee roles.
Supervision & Team Leadership
- Supervise and coordinate work with the HMIS Compliance and Data Analyst to ensure alignment between system data and CoC planning priorities.
- Provide mentorship and leadership to strengthen the overall effectiveness of the CoC coordination team.
Qualifications
Required
- Bachelor’s degree in public administration, social work, public policy, nonprofit management, urban planning, or related field.
- Minimum 5 years of experience in homelessness services, housing systems, community planning, or nonprofit program management.
- Experience coordinating multi-agency collaborations or community initiatives.
- Strong understanding of housing systems, social services, and community partnerships.
Preferred
- Experience with HUD Continuum of Care programs or federal grant management.
- Familiarity with Coordinated Entry systems and HMIS data systems.
- Experience leading collaborative planning processes.
- Experience managing federal or state grant programs.

Working Conditions
This position requires regular collaboration with community partners and participation in regional meetings. Occasional evening meetings and local travel may be required.
