Background

The United Way of the Virginia Peninsula (UWVP) is committed to making evictions rare, brief, and humane when they occur. Through partnerships with courts, legal aid, landlords, service providers, and community organizations, UWVP supports individuals and families experiencing housing instability by providing court navigation, advocacy, resource connection, and post-eviction stabilization services.

For purposes of this role, “post-eviction” refers specifically to the time period between a judge’s order granting possession to the landlord and the executed eviction.

Overall Purpose of This Role

The Eviction Navigator and Case Manager serves households facing eviction and provides targeted case management for tenants who have received a judgment for possession but have not yet experienced an executed eviction. The goal is to help prevent avoidable evictions while ensuring households experiencing displacement have access to advocacy, stabilization services, and pathways to shelter and other housing options.

Key Responsibilities

Court Navigation and Eviction Prevention

  • Attend assigned unlawful detainer dockets to provide in-person navigation services, such as, understanding court processes, hearing schedules, and available resources
  • Provide referrals to CAN, legal aid, human services, and other community resources as appropriate
  • Work alongside Senior Manager and Community Impact Manager to conduct targeted outreach to landlords, property managers, and tenants
  • Develop and maintain working relationships with judges, attorneys, court personnel, landlords, and service providers.

Post-Eviction Case Management and Housing Stabilization

  • Conduct comprehensive assessments to identify immediate and long-term client needs (housing, financial, legal, workforce development, etc.)
  • Connect clients to housing resources, legal aid, financial assistance, case management programs, healthcare, employment services, and natural supports and provide advocacy and support as appropriate
  • Assist individuals in navigating complex human services, housing, and social service systems.
  • If needed, assist client with completing required intake forms, referrals, applications, and follow-up activities with community partners.

Data Management and Collaboration

  • Maintain accurate, confidential, and timely client and court records.
  • Enter and manage data in appropriate case management and reporting systems.
  • Track outcomes, referrals, and service delivery activities.

Required Knowledge and Skills

  • Knowledge of human services, housing programs, and community resources.
  • Understanding of housing instability, homelessness, and eviction-related challenges.
  • Experience providing customer service and working with individuals experiencing crisis or vulnerability.
  • Proficiency with Microsoft Office Suite and electronic case management systems.
  • Strong interpersonal, advocacy, and relationship-building skills.
  • Ability to maintain confidentiality and handle sensitive information appropriately.

Qualifications

  • Bachelor's degree in Human Services, Social Work, Public Administration, Criminal Justice, or a related field; or equivalent combination of education and experience, preferred.
  • Minimum of two years of relevant experience in case management, housing services, legal support services, community advocacy, or human services preferred.
  • Experience working with diverse populations and communities.
  • Preferred lived experience related to poverty, housing instability, or homelessness.
  • Motivational interviewing experience preferred.
  • Valid driver's license, automobile insurance, and reliable transportation.

Work Environment

  • Primarily community-based and court-based work with frequent interaction with community partners.
  • Local travel throughout the Virginia Peninsula region is required.
