BCLTRG Disaster Case Management Lead (grant-funded)

The Buncombe County Long-Term Recovery Group (BCLTRG) Disaster Case Management Lead works with contracted Disaster Case Management (DCM) agencies, the Case Management Committee and Chair, to lead the development, implementation, and continuous improvement of the BCLTRG Case Management Program, ensuring survivors receive the support they need while helping DCM agencies succeed.
As the BCLTRG Disaster Case Management Lead, you’ll play a critical role in guiding and strengthening a collaborative, survivor-centered disaster recovery program - turning a strategic vision into operational reality. Rather than directly supervising case managers, you’ll work closely with multiple community agencies, helping them build capacity, align efforts, and deliver high-quality services to impacted households. You’ll oversee program implementation, coordinate training, support data-informed decisions, and champion continuous improvement — all while ensuring that survivors’ needs and voices remain at the center of recovery efforts. KEY RESPONSIBILITIES
Program Development & Implementation
- Oversee the design, implementation, and optimization of the BCLTRG DCM program, ensuring alignment with goals, guidelines, and best practices.
- Collaborate with local, state, and national partners (including NC VOAD, FEMA, NC DCM, and others) to align program approaches and stay informed on evolving disaster recovery strategies.
- Work with the BCLTRG Program Manager to manage electronic data systems and ensure timely access to accurate data.
- Ensure access to accurate data to inform decision-making about growth and optimization of the DCM program.
- Regularly review and analyze DCM program data and identify priority continuous quality improvement efforts of the DCM program.
- Prepare regular reports for the Case Management Committee, BCLTRG Steering Committee, and other stakeholders.
- Collaborate with the Case Management Committee Chair to plan meetings, set agendas, and share updates.
- Coordinate communication relevant to the DCM program with other BCLTRG Committees in order to promote overall LTRG program alignment.
- Represent BCLTRG on relevant regional and statewide calls or working groups.
- Develop and maintain policies, procedures, and workflows to ensure effective DCM delivery.
- Develop strategic relationships with key partners in order to promote effective coordination across disaster response efforts.
Workforce Training & Support
- Participate in ongoing training and professional development related to DCM.
- Onboard new DCM agencies to the BCLTRG program.
- Plan and facilitate DCM team meetings.
- Develop, implement, and manage ongoing workforce training programs, ensuring best practices and trauma-informed care approaches.
- Support the Case Management Committee Chair in facilitating DCM agency meetings, creating space for resource-sharing, challenges, and collaborative problem-solving.
- Create job aids and tools to strengthen team capacity and ensure efficient, survivor-centered service delivery.
- Track and elevate DCM workforce feedback related to program needs, challenges, and resource gaps.
- Champion emotional and spiritual well-being of the DCM workforce, recognizing the intensity of disaster recovery work.
- Participate in BCLTRG and United Way events and experiences as scheduled or requested.

Minimum Requirements
- Bachelor’s Degree in health and human services, disaster management or related fields and 2 years of experience in program operations or 5 years of equivalent experience
- Minimum of 2 years experience in operationalizing programs, case management, disaster recovery, or long-term relief work
- Commitment to the mission and guiding principles of UWABC and ability to model those principles
Technical Skills, Abilities and other Requirements
- Technical proficiency with computers, Google Workspace (Gmail, Docs, Drive, Sheets) and strong ability to learn and use a variety of other platforms (e.g.,Asana)
- Strong leadership, management, and organizational skills
- Previous experience operationalizing a concept or framework
- Ability to manage multiple projects, prioritize tasks, and meet deadlines
- Experience with meeting facilitation and presentation, collaborative leadership, and effective communication (both written and verbal).
- Understanding and sensitivity to diverse cultural backgrounds and needs
- Commitment to trauma-informed care principles and applying them in real-world practice
- Ability to define problems, collect data, establish fact and draw valid conclusions
- Familiarity with using data to drive program improvement
- Ability to communicate (oral and written), in English
- Valid North Carolina Driver’s License with a driving record that meets insurance requirements
Nice to Have
- Familiarity with disaster recovery programs, resources, and policies
- Ability to communicate (oral and written) in Spanish
- Prior experience working within a United Way or similar collaborative framework

This position is exempt from overtime regulations. Hybrid work environment: a mix of office, remote, and community settings (e.g., visiting DCM agencies, attending local events, visiting other county LTRG DCM teams, and potentially attending relevant conferences and/or regional or statewide gatherings). As part of our hybrid work policy, new employees are required to work from the UWABC office a minimum of 3 days per week for the first 90 days, and then the schedule can be modified based on conversations with the supervisor.

Hours: 40/week
Hiring Range and Benefits: $53,000 to $58,000 annually plus full benefits, including paid vacation, sick and personal leave; employer contributions to 401(k), contributions to health, dental and vision insurance benefits and self-care fund, life and disability insurance, and coaching and support. This position is a grant-funded position through December 2026 with the hope to extend past this date based on available funding. The goal for the BCLTRG is for it to become an independent non-profit organization. This position would, in the future, transition to direct employment with the BCLTRG.
