Position Overview:
The 211 team at United Way Worldwide (211 UWW Team) oversees the development and implementation of the 211 National Data Platform (211NDP), a tool that brings together the data of the more than 200 individual 211 systems across the nation into one powerful repository of data. The UWW Information Technology Team is seeking a 211 NDP Technical Development Project Manager, to provide technical project management support and direction for the 211NDP and future expansions of the suite of data projects managed by the UWW IT team.
The 211 NDP Technical Development Project Manager is responsible for the technical leadership and strategic direction of our national data repository infrastructure. This role involves managing the technical work and the specialists who conduct the work associated with the 211NDP, overseeing the design, development, and implementation of data management solutions, and ensuring alignment with the goals of United Way Worldwide and the 211 network.
The 211 NDP Technical Development Project Manager role will require a strong understanding of data repository design and technical project management. The individual in this role must be detail-oriented, a problem-solver, and have strong communication skills.
KEY RESPONSIBILITIES/ESSENTIAL DUTIES OF POSITION
An individual must be able to perform each essential duty listed below at a satisfactory level:
- Technical Leadership: Provide direction and support for the design, development, and maintenance of 211NDP, ensuring high levels of performance and security.
- Contract Management: Manage external vendor(s) to ensure contract deliverables are met on time and within budget. Develop the annual Scope of Work and any additional work orders throughout the contract period.
- Project Planning: In collaboration with Director of 211 Data Projects, develop comprehensive project plans for data repository projects, outlining scope, goals, deliverables, resources, and timelines. Assess the needs of the 211 network and identify opportunities to enhance the 211NDP to best meet the business needs of the 211 and UW networks.
- Execution & Monitoring: Oversee project execution, monitor progress, manage risks, and adjust plans as necessary to ensure successful project delivery.
- Documentation: Ensure thorough project documentation, technical reports, including status reports, meeting notes, and change logs, are maintained and catalogued, ensuring accessibility and transparency.
- Quality Assurance: Ensure data quality and data integrity throughout the project lifecycle, applying best practices and standard guidelines.
- Training & Support: Coordinate training sessions for various users of the data repository and provide ongoing support to ensure effective utilization.
- Collaboration: Work closely with internal and external cross-functional teams, including data analysts, business stakeholders, and UWW departments, to gather requirements and ensure that solutions meet business needs. Develop a system to track
- Performance Monitoring: Implement monitoring tools and processes to assess system performance, troubleshoot issues, and optimize system functionality.
- Continuous Improvement: Stay abreast of information and referral and health and human services data repository and other “big data” related industry trends and emerging technologies to continuously improve data repository solutions and practices.
JOB REQUIREMENTS
- Bachelor’s degree in Computer Science, Information Technology, or a related field; Master’s degree is a plus.
- Proven experience in a technical management role, specifically within data repositories or data management systems.
- Experience with cloud-based data solutions (e.g., AWS, Azure, Google Cloud) is desirable.
- Strong knowledge of database management systems (e.g., SQL, NoSQL) and data warehousing concepts.
- Proficiency in programming languages such as Python, Java, or similar.
- Strong understanding of data governance principles and practices.
- Strong problem-solving skills and the ability to make decisions under pressure.
- Strong communication and interpersonal skills.

SALARY STATEMENT
The budgeted lifespan salary range for this position is currently $95,000 to $98,000 per year. Proffered salaries are determined by several factors including applicant’s knowledge, skills, experience, position, equity, and market.
