Purpose of Position 
The Manager, Public Affairs will work with federal, state, and local elected officials and their offices to 
generate awareness and support for the policy agenda of Orange County United Way (OCUW). The 
incumbent is responsible for working with OCUW staff, consultants, volunteers, coalitions, and partner 
organizations to build support for OCUW policy priorities and to integrate advocacy messaging into 
relevant OCUW programs and events. 
 
Key Duties and Responsibilities 
 • Strategically coordinate efforts to maintain good governmental relations and further the public policy 

priorities of OCUW. 
 • Provide regular advocacy briefings for senior OCUW staff and volunteer leadership. 
 • Schedule/coordinate meetings with elected leaders, their staff, and other government officials to gain 

support for OCUW’s advocacy priorities. 
 • Create briefing materials for OCUW leadership to prepare for meetings and conduct appropriate 

follow-up actions. 
 • Maintain a current contact list of elected officials and their staff across Orange County. 
 • Monitor federal, state, and local legislative issues of concern to OCUW and maintain current 

knowledge of government funding opportunities, political trends, and legislation. 
 • Track and monitor interactions, prepare required reports, and maintain records of involvement with 

elected officials, cities, county departments, and more, and update CRM database accordingly. 
 • Work with OCUW’s initiatives/programmatic teams to coordinate and provide guidance on targeted 

advocacy efforts. 
 • Provide policy research, development of support materials, recruitment of spokespersons, and other 

activities as needed to advance OCUW’s policy agenda. 
 • Participate in coalition-building efforts and collaborative partnerships to leverage opportunities that 

advance OCUW’s policy priorities. 
 • Provide staff support to the volunteer OCUW advocacy committee; collaborate with the advocacy 

committee to develop policy priorities and track progress/activities related to priorities. 
 • Represent OCUW with United Ways of California and United Way Worldwide advocacy coalitions; 

support 211CA efforts in conjunction with 211OC leadership. 
 • Support volunteer recruitment, retention, and mobilization efforts. 
 • Coordinate and provide support materials for state/federal advocacy days and/or local in-district 

meetings. 
 • Collaborate with communications/marketing staff on media related to advocacy efforts. 
 • Provides advocacy presentations and training opportunities to volunteers and staff. 
 • Attend and participate in relevant OCUW meetings throughout the year, including staff training, state-

level meetings with staff partners, and board meetings as required.

The Parent Educator contributes to the achievement of United Way of El Paso County’s (UWEPC) mission, vision, and Education Community Impact goals by addressing a key strategy: family home visitation programs.&nbsp; The Program Manger’s responsibility is to successfully deliver the Parents as Teachers program, an evidence-based early childhood home visitation framework that builds strong communities, thriving families and children who are healthy, safe and ready to learn.

	KEY RESPONSIBILITIES/ESSENTIAL FUNCTIONS
The Parents as Teachers (PAT) Parent Educator delivers the essential PAT program functions, to include:
<ul><li>Preparing for and conducting monthly or bi-monthly home visits, including home visits with reoccurring access to vulnerable populations, which will require 27 to 35 visits per month</li>
<li>Partner with families to improve well-being, reflect with families regarding parenting styles, and facilitate discussions and play activities to foster healthy development</li>
<li>Planning and conducting group connections and family appreciation events</li>
<li>Conducting screenings and assessments for parents and children</li>
<li>Utilizing identified resources available to provide family support</li>
</ul>Administrative Compliance for Parents as Teachers
<ul><li>Complete data entry in two electronic databases including Penelope (PAT) and Extended Reach.</li>
<li>Maintain accurate and complete family file records.</li>
<li>Complete daily timesheets, staff weekly and monthly reports, monthly mileage and expense reports by set deadlines.</li>
<li>Participate in monthly reflective and administrative supervision sessions.</li>
<li>Recruit families to maintain a full caseload by conducting presentations in small or large groups.</li>
<li>Request donations and incentives for active participants in the Parents as Teachers (PAT) program.</li>
</ul>Professional Development
<ul><li>Complete at least 20 hours of professional development each year to maintain Parents as Teachers credential.</li>
<li>Attend all required trainings: Core Curriculum trainings, Technology Training, PAT Foundational and Model Implementation trainings, Ages and Stages Questionnaire, Life Skills Progression, Cultural Competency Training, Health Screenings and other trainings as recommended by program to enhance professional skills and capacity building.</li>
</ul>EDUCATION/REQUIREMENTS
At least a four-year bachelor's degree in education, Health, Child Development, Sociology, or a related field is required.&nbsp; An equivalent combination of education, experience and skills and abilities will be considered.&nbsp;
Bi-lingual (English/Spanish) is preferred.

Must possess a valid driver’s license, current auto insurance, and daily access to reliable vehicle.

The Associate Director, Major Gifts will be expected to build and manage a portfolio of $10,000 - 
$100,000 Orange County United Way donors and advance prospects with the potential to make six-figure

Responsible for managing and cultivating relationships with existing major gift donors and prospects, as 
well as identifying new prospects. An ability to empathize with donors and clearly communicate our

DUTIES AND RESPONSIBILITIES 

 • Secure major gifts at the $10,000 to $100,000 level with the goal of raising $1.5 to $2 million 
annually within two years. 

 • Identify, qualify, cultivate, solicit and steward major gift prospects that meet and exceed all 
activity metrics and revenue goals. 

 • Help our donors accomplish their philanthropic goals and ambitions through a relationship with 
our organization. 

 • Make direct, face-to-face solicitations, and assist the board and other volunteers and staff with 
their solicitations (e.g. provide portfolio development support, strategic counsel, and help with 
donor communications). 

 • Serve as the staff lead for select donor affinity groups, to be determined. 
 • Manage systems and software to track and cultivate donors and prospects, including our donor

Intern, Graphic Designer 

The Chief Financial Officer (CFO) for Trident United Way is accountable for the administrative, financial, legal, and risk management operations of the organization, including the development of a financial and operational strategy, metrics tied to that strategy, and the ongoing development and monitoring of control systems designed to preserve organization assets and report accurate financial results. The CFO provides organizational and functional leadership and direction with regard to all finance related activities, guided by a commitment to providing timely, accurate and high quality information and service. Leads the budgeting and financial forecasting processes, as well as institutes and maintains other planning and control procedures.</li><li>Collaborates and provides leadership with community impact and fundraising staff in the development and pricing of community impact products that are responsive to donors’ needs and interests and that capture and reflect accurately both the programmatic and actual costs to create, manage, and oversee these programs.</li><li>Is adept at evaluating ROI and key process indicators for various resource development practices, strategies and programs and provides leadership to prioritize efforts and deploy staff and financial resources.</li></ol>Operations<ol><li>Oversees accounting and finance staff and related activities to ensure effective and efficient processes for all financial transactions which operate within established internal controls and allow for timely and accurate financial reporting.</li><li>Monitors and ensures the adequacy of cash.&nbsp;</li><li>Staffs and maintains relations with Chairs and members of the Finance, Audit, Investment, and HR &amp; Governance Committees under the CFO’s portfolio. Develops relationships with other committee and board members in order to serve their fiduciary oversight needs.</li><li>Is adept at managing the financial complexity of both unrestricted and restricted (designated) revenue streams. Understands the need to work with companies, donors, and public sector environments in an effort to: maintain these relationships; engage those donors and workplaces; effectively capture our costs related to these activities; and to measure progress in encouraging support for Trident United Way’s impact work.</li><li>Develops, instructs, directs, motivates, and supports staff across the organization but most directly within the function(s) s/he leads.</li><li>Demonstrates commitment to the effective use of technology within the financial functions of the organization, always ensuring that computers, databases, programs, and servers are functioning appropriately, safely and in accordance with contracts.</li></ol>Financial Information<ol><li>Provides timely and accurate analyses and financial reporting in order to ensure the highest level of financial oversight by executives and board members.&nbsp;</li><li>Interprets statistical and accounting information to assess operating results in terms of performance against budget, cash flow projections, long term sustainability, and the operating effectiveness of the organization.&nbsp;</li><li>Collaborates with program and fundraising staff to prepare grant applications and create budgets and reports. Understands requirements of governmental grants including reporting, federal and state contracting processes, and regulations, manages grants effectively and ensures that the organization complies with requirements, and successfully completes government audits. Meets with potential donors/funders on an “as needed” basis to address financial questions raised by these stakeholders.</li></ol>Risk Management<ol><li>Safeguards the organization’s assets, including the community fiduciary and brand trust.&nbsp;</li><li>Builds and maintains high levels of credibility for the CFO position and staff under s/he management within the organization, the executive team, and board communities, and other external constituencies.</li><li>Develops and maintains systems of internal controls, including evaluating and implementation of financial policies, procedures and standards designed to preserve organizational assets.
