Purpose of PositionWe are redefining workforce development in Orange County and looking for a creative, collaborative, and goal-oriented team member to help lead this charge! The Orange County United Way (OCUW) is hiring a Workforce Program Manager to oversee all business development efforts aimed at linking our college and career readiness programs to partner schools and serve students, in collaboration with the Orange County Department of Education and other workforce partners.  Job Title: HMIS Data Analyst Reporting To: Senior Manager, HMIS 

 Department: HMIS Position: Full-time/NON-EXEMPT 

 
Purpose of Position 
Homeless Management Information System (HMIS) is a is a web-based data system which collects homeless 
services and related data from shelters, supportive service providers, and public agencies working to serve 
homeless and at-risk clients in Orange County. Its purpose is to ascertain an unduplicated count of people 
experiencing homelessness in Orange County, track their progress through the system of care into self-sufficiency, 
coordinate service delivery, and provide accurate aggregate data regarding sub-populations. The successful 
candidate will have a strong aptitude for providing technical support to non-technical database users, databases, 
and a keen interest in analyzing and interpreting data including writing and running reports. Under the direction 
of the HMIS Senior Manager, the selected candidate will be responsible for leading HMIS training activities, 
contributing content to monthly HMIS user meetings, compiling monthly performance reports using HMIS data, 
participating in the completion of several HUD reports throughout the year, and providing general support to HMIS 
participating agencies 
 
Key Duties and Responsibilities 

 • Serves as 2nd tier technical support to HMIS agencies to ensure appropriate use of system 
 • Supports the ongoing development of HMIS training and education materials, including the development 

of new and maintenance of existing training materials, as well as conducting training in webinar format 
 • Participate in agency audit process, including maintenance of materials, training staff, performing audits, 

tracking results and following up with agencies 
 • Compiles monthly performance reports using HMIS data including managing the data quality correction 

process, analyzing final data for performance evaluation, and creating a report using performance findings 
that are easy for non-technical audiences to understand 

 • Completes agency and project set-up in HMIS as needed 
 • Participates in the completion of annual Point in Time Count (PIT) and Housing Inventory Count (HIC) and 

Longitudinal Systems Analysis Report (LSA) reporting to HUD; assist with other reports as needed 
 • Ongoing support including system monitoring and testing, problem diagnosis and resolution, and updates 

to HMIS 
 • Provides content for monthly HMIS user meetings to address appropriate system use, recommend system 

improvements, facilitate information sharing and identify best practices 
 • Maintains quality, accessibility, and functionality of HMIS by keeping up to date with release notes and 

other documentation from the HMIS vendor and HUD. 
 • Provides data as requested by HMIS participants, the CoC Lead, and the CoC Board 
 • Produces and analyzes HMIS usage and audit reports; create ad hoc reports on request 
 • Creates education documentation on the use of HMIS and HUD policy for a non-technical audience as 

needed

Purpose of Position 
The Program Manager holds a crucial role in advancing Orange County United Way’s (OCUW) mission 
and the United for Students Success (U4SS) Initiative goals. This involves actively contributing to the 
systematic increase of the high school graduation rate to 95% among students from disadvantaged 
socio-economic backgrounds. The manager oversees the day-to-day administration of grant-related 
activities, with a specific focus on delivering college and career awareness and preparation services to a 
cohort of 7th-12th grade students in Orange County middle and high schools. Additionally, the role 
includes active participation in identifying and cultivating potential funding opportunities. Collaborating 
closely with the U4SS Executive Director and Director, the Education Programs Manager provides 
leadership by training, coaching, and managing staff. The position also requires a critical evaluation of 
grant outcomes and objectives to ensure the continued success and impact of the programs. 
 
This is a one-year grant-funded position and is full-time (37.5 hours/week). 
 
Key Duties and Responsibilities 
The individual in this role will assume diverse responsibilities under the guidance of the 
U4SS Director, encompassing coaching, program management, and collaboration with 
other departments. The following key duties and responsibilities outline the core 
functions associated with this position, subject to adjustment at the discretion of the 
U4SS Director: 

 • Work collaboratively with the Business Development and Education Program 
Managers to deliver youth programming. 

 • Coach and support U4SS Program Specialist(s) and assist staff in executing 
program activities and events. 

 • Lead, implement, and manage Destination Graduation and Youth Career 
Connections programs and initiatives. 

o Coordinate program logistics, outreach, and evaluation efforts. 
o Assign, track and troubleshoot tasks to successfully meet deadlines and 

objectives. 
o Demonstrate an understanding and practice of the principles 

of positive youth development in program development and

quarterly basis. 
o Update corporate, education, and agency list of corporate partners on CRM 

software 
o Coordinate support for various U4SS Education Initiatives (i.e., corresponding 

sub- committees, campaigns, and special projects) 
o Participate in and provide strategic planning to the U4SS Leadership Committee with 

U4SS Directors 
o Coordinate U4SS meetings and follow-up tasks (i.e., lead communication and 

coordination efforts, compose and distribute meeting notes to committee

 Job Title: Information &amp; Referral Specialist Reporting To: Client Services Manager 

 Department: Contact Center, 2-1-1 Orange

Purpose of Position 
The primary purpose of the Information &amp; Referral Specialist at our Contact/Call Center is to assess each caller’s 
needs and accurately refer them to the appropriate health, human and/or social services agencies from the 2-1-1 
Orange County (211OC) resource database. We provide expert knowledge of the 211OC resource database and its 
management software, empowering the Information &amp; Referral Specialist to provide each caller with quality 
customer service. By the end of each call, clients are one step closer to receiving the assistance that they need. 
 
 
Key Duties and Responsibilities 
 • Provide information and referral services to clients contacting 211OC through the helpline, email, texting 

methods, outreach events, or any other means identified by 211OC management as official I&amp;R channels. 
 • Perform in-depth screenings and assessments, collects client information, and encourage clients to apply for 

entitled benefits. 
 • Connect clients to appropriate resources, empower clients, de-escalate upset clients during crises and/or 

situations of abuse, trouble-shoot for additional options. 
 • Educate clients on available services to ensure it best fits their need and empower clients to choose the 

services they feel are most appropriate for their situations. 
 • Follow-up with clients in critical situations to ensure they received the assistance that they needed. If not, 

provide them with additional resources and help. 
 • Provide warm-transfers to appropriate crisis response teams in critical situations to receive help including 

Domestic Violence, Suicide, and Behavioral health hotlines, fire, and police departments. 
 • Assist callers with different languages by using the Language Line. 
 • Develop an expert working knowledge of the 211OC’s management software including Community 

Information Exchange database, telephony, softphone, texting, administrative systems and other approved 
software. 

 • Troubleshoot unavailability of services through expert knowledge of navigation of the 211OC’s resource 
database and through teamwork with other I&amp;R Specialists and the Resource Department. 

 • Assist clients in problem-solving when no services are available which can meet their needs. 
 • Other duties as assigned. 
 • Assist with compiling monthly and bi-annual program reporting. 
 • Advocate on behalf of clients who have been denied services. 
 • Troubleshoot basic technological failures.

Purpose of Position 
We are seeking an experienced Senior Marketing Manager to join our team. 
 
The Senior Marketing Manager will play a key role in shaping and maintaining a cohesive brand image for 
Orange County United Way across the community. This role will focus on supporting the marketing and 
communication needs for our Development and Philanthropy teams, signature events, and other key 
marketing initiatives. The successful candidate will manage the end-to-end execution of marketing 
projects, both print and digital, with a hands-on approach to ensuring high-quality output. 
 
In addition, the Sr. Marketing Manager will work closely with and manage a Marketing Specialist, serving

This role requires someone who is both a connector, networker, researcher, and facilitator who is committed to continuous learning and quality improvement.&nbsp;Essential Functions and Responsibilities:&nbsp;<ul><li>Stakeholder engagement and training:&nbsp;<ul><li>Facilitate all capacity building workshops (cohort based), training, and one on one coaching for community partners.&nbsp;</li><li>Responsible for recruiting and screening trainers, subject matter experts and handling all enrollment and registration for workshops.&nbsp;</li><li>Create and implement existing research-based capacity building tools to our partners.&nbsp;</li><li>Cultivate relationships with new community partners that have a mission or intersection that overlaps with United Way’s mission and vision.&nbsp;</li><li>Promote workshops and training through various channels (i.e. newsletters, presentations).&nbsp;</li><li>Create various forms of learning-in person, digital, self-studies.&nbsp;</li><li>In addition to regularly convening and training, ensure transparency by sharing shared measurement and progress toward shared goals.&nbsp;</li><li>Exceptional networking and convening experience that engages a diverse group of cross sector partners including, but not limited to: small business development center, funders, government employees and community organizations.&nbsp;</li><li>Working with other department leads to conduct presentations and support cross-department convenings and partner trainings.&nbsp;</li><li>May include but not limited to internal program trainings, volunteer convenings and trainings (both United Way and partner volunteers) or working with other staff (i.e. DEI Manager) on DEI related capacity building.&nbsp;</li><li>Special projects on a case-by-case basis relevant to position and skillset.&nbsp;</li></ul></li><li>Monitoring, Evaluation and Learning:&nbsp;<ul><li>Regularly research best practices, evidence-based practices and nonprofit innovations that align with the community needs and community partner focus areas for community solutions.&nbsp;</li><li>Ability to understand the root causes of the community needs identified and create big picture strategies and initiatives to tackle complex social issues aligned with United Way’s mission.&nbsp;</li><li>Provide presentations (both internally and externally) that share insight and knowledge gained.&nbsp;</li><li>Create mixed-methods (i.e. surveys, qualitative interviews) measurement tools for sustainability and capacity building of community partners.&nbsp;</li><li>Create and implement organization assessments to monitor capacity building and program outcomes.&nbsp;</li><li>Conduct regular asset mapping to determine gaps or overlaps in services and increase efficiency.&nbsp;</li><li>Prepare regular reports, outcomes, and maintain up-to-date documentation of program-related information.</li><li>Provide technical assistance to community partners.&nbsp;</li></ul></li><li>Reporting and Compliance&nbsp;<ul><li>Project management.&nbsp;</li><li>Grant reporting and monitoring as well as supporting grant  Job Title: Desktop Support Specialist Reporting To: Director, IT 

 Department: IT Position: Full-Time/ Non-exempt 


Purpose of Position 
The Desktop Support Specialist will support the end-user computer needs for functionality, systems 
updates and hardware deployments. The role provides support to Orange County United Way teams by 
providing user assistance and training on both systems and applications used by the organization. 
End-user and system support is provided for both onsite and remote employees, the need to 
troubleshoot and fix problems will occur regularly using remote connectivity tools. 
The position will also be responsible for hardware and software deployments, inventory controls, user 
training on systems and applications. 
 

Key Duties and Responsibilities 
 • Provide desktop systems and user support to ensure required computer capabilities are 

available to all users 

 • Develop and provide systems and software training to the end-users 

 • Manage trouble tickets and ensure customer satisfaction 

 • Install, configure, test, maintain, monitor, and troubleshoot end-user workstations and related 
hardware and software for local and remote users 

 • Develop and maintain an inventory of all IT desktops, components and equipment 

 • Maintain documentation on all desktop processes and procedures 

 • Ensure that application and system updates are in place 

 • Deploy, implement, troubleshoot and support the workforce environment 

 • Monitor the ongoing operation of the Windows environment 

 • Identify risk and challenges and implements corrective actions as needed 

 • Performs related work as assigned
