Purpose of Position 
Enrollment Specialist is primarily responsible for helping people over the phone assess their eligibility and successfully apply 
on their behalf for benefits programs including, but not limited to: CalFresh (known federally as Supplemental Nutrition 
Assistance Program or SNAP), Low-Cost Utility Assistance, California Alternative Rates for Energy Program (CARE), and other 
approved application processes. 
 
Key Duties and Responsibilities 
 • Perform in-depth screenings and assessments, collects client information, and encourage clients to apply for entitled 

benefits. 
 • Enroll clients over the phone through BenefitsCal (online –CalFresh and Medi-Cal), and other approved application 

processes, which includes answering questions on their behalf, obtaining consent and uploading images of their 
documentation. 

 • Maintain accurate tracking and reporting for enrollment programs and referral services. 
 • Conduct client follow-up via phone and text message to ensure the continuation of benefits. 
 • Assist with community outreach events throughout the County of Orange. 
 • Follow up with the client to determine application approvals and advocate on their behalf when experiencing barriers. 
 • Provide first-contact resolution by ensuring that each customer’s needs are addressed to the best of 2-1-1’s ability during 

their first contact with 211OC. 
 • Collaborate with and serve as a resource to community organizations and 211OC staff to share best practices and other 

knowledge. 
 • Assess participants’ immediate needs and make referrals to appropriate resources. 
 • Develop an expert working knowledge of the 211OC’s management software including Community Information Exchange 

database, telephony, softphone, texting, administrative systems and other approved software. 
 • Empower clients to choose the services they feel are most appropriate for their situations. 
 • De-escalate dissatisfied clients and intervene during crises and/or situations of abuse. 
 • Troubleshoot unavailability of services through expert knowledge of navigation of the 211OC’s resource database and 

through teamwork with other Information &amp; Referral (I &amp; R) Specialists and the Resource Department. 
 • Assist clients in problem-solving when no services are available which can meet their needs. 
 • Divide time between answering contacts for benefits enrollment and the 2-1-1 general line based upon department call 

volume and staffing levels. 
 • Advocate on behalf of clients who have been denied services 
 • Troubleshoot basic technological failures 
 • Performs other duties as assigned

Purpose of Position 
The United for Student Success (U4SS) Program Specialist will align and support Orange County United 
Way’s (OCUW) FACE 2024 and United for Students Success (U4SS) Initiative to systematically increase 
our region’s high school graduation rate to 95% among students from disadvantaged socio-economic 
backgrounds. 
 
The U4SS Program Specialist will work with United Way’s U4SS team to innovate and improve employer 
engagement, which generates program participation, college and career awareness, and additional 
funding opportunities. This dynamic individual will also get to work with existing United Way corporate 
partners, and local organizations to cultivate new partnerships; raise visibility in the community; track 
and use data for program performance, and obtain fresh perspectives as continuous improvement is 
integral to our ability to effectively contribute to transformative systems changes that benefit students 
in Orange County. 
 
This entry-level U4SS Program Specialist position is a one-year grant-funded position and is full-time 
(37.5 hours/week). The Education Program Specialist will report to the Program Manager, United for 
Student Success. 
 
Key Duties and Responsibilities 

 • Support Youth Career Connections (YCC) and college and career readiness efforts at the school, 
district, and regional levels. Attend work-based learning meetings to enhance activities and stay 
updated on new work-based learning models. 

o Support the development and management of OCUW’s “Youth Career Connections 
Program” for high school students which includes the following activities:

o Facilitate outreach and recruitment of students and volunteers into various educational

o Create and coordinate marketing collateral for student outreach and education. 
o Maintain corporate, education, and agency lists of corporate partners on database 

management software 
 • Support OCUW staff coordination of U4SS programs and committees, as well as other leadership 

groups dedicated to strengthening our programmatic goals. 
 • Support U4SS social media and newsletter efforts by planning, creating, and posting content. 
 • Participate in community and school outreach events to build brand awareness and strengthen 

relationships with parents and students. 
 • Coordinate capacity-building efforts (i.e. trainings, strategic planning, development of marketing 

materials, etc.) to enhance OCUW’s organizational capacity as a leading work-based learning 
intermediary, advocate, and community leader. Maintain U4SS data tracking systems of 
collection, analysis, and reporting. 

 • Support external vendors and contractors, as assigned. 
 • Work interdepartmentally to create an effective, measurable, and sustainable employer/donor 

pipeline for work-based learning engagement with local high schools 
 • Attend, organize and/or facilitate relevant meetings, trainings, workshops, outside events and 

organization-wide activities.

Job Requirements /Technical Knowledge 

 • Minimum of an undergraduate degree in education, sociology, human services, social work, 
business administration, workforce development, communications or related field. 

 • 2+ years of experience in the field of education, academic support services and/or community 
outreach. 

 • Familiarity with equity-minded research-based approaches to: work-based learning, projects 
based learning models, differentiated instruction, mixed-skill and age grouping, culturally 


relevant teaching practices and working with English Language Learners and under resourced 
youth. 

 • Demonstrated record in achieving results with low-income youth and teens. 
 • Understanding of and ability to meet performance-based outcomes. 
 • Knowledge of program development, implementation and evaluation, particularly as this relates 

to high school students. 
 • Proven record of excellent writing and communication skills. 
 • Event planning and coordination, both small and large-scale events, preferred.

This includes informing grant budgets for new funding opportunities.&nbsp;</li><li>Identify opportunities to diversify funding as relevant to community impact (i.e. new grant streams, fee for service opportunities).&nbsp;</li><li>Provide needed data and impact stories for grant proposals, events, or other forms of fund development.</li></ul></li><li>Team Leadership:<ul><li>Foster a culture of teamwork,&nbsp;accountability, and innovation among staff by encouraging creative thinking, experimentation, and the adoption of emerging paradigms. This teamwork is across both direct reports and across the leadership team.&nbsp;</li><li>Lead, mentor, and develop a high-performing team within the Impact Department while ensuring cross team collaboration.</li><li>Lead change management efforts to ensure the smooth adoption of transformation initiatives, including communication, stakeholder engagement, and training programs.&nbsp; Inspire employees and serve as a role model for the behavior needed to affect organizational change.&nbsp;</li><li>Promote diversity, equity, and inclusion within the organization.&nbsp;</li></ul></li><li>Community Engagement:<ul><li>Build and maintain strong relationships with key stakeholders, including donors, partners, and community leaders.</li><li>Represent United Way in public forums and advocate for issues aligned with the organization's mission.</li></ul></li><li>Strategic Planning:<ul><li>Engage in strategic planning and departmental workplans to measure progress toward goals, working closely with the CEO and senior leadership.
