Purpose: The Resource Specialist supports the mission of El Paso United 

Family Resiliency Center by greeting community members and

resiliency in the wake of the shooting on August 3, 2019. The 
Resource Specialist supports the efforts United Way of El Paso 
County as the backbone of the Family Resiliency Center under the 
direction of the Director. 

TIMELINE: The Resource Specialist is an immediate, temporary position starting 
May 1, 2024 – September 30, 2024. 

 
MAJOR DUTIES &amp; RESPONSIBILITIES: 
 
Client Services 

ï· Greet community members at the front desk as they approach the El Paso 
United Family Resiliency Center seeking support as a result of the tragic mass 
casualty event on August 3, 2019. 

ï· Greet internal and external customers, donors, and volunteers, fielding routine 
questions and inquiries. 

ï· Provide a welcoming and safe environment for community members to feel 
comfortable seeking care. 

ï· Update a directory of resources and points of contact as necessary to provide 
accurate information to community members seeking support. 

ï· Maintain accurate records of clients seeking care and obstacles faced to 
continually provide feedback to the Director on the need for evolving programs 
and resources. 

ï· Document all referrals and partnerships to facilitate necessary follow-through and 
information-sharing. 

 
Administrative 

ï· Maintain contact with all partners and stakeholders, including updating contact 
information (phone, email, mailing address) into a central database as 
necessary. 

ï· Answer, screen and direct incoming calls to the appropriate resource or staff 
member. 

ï· Responsible for reception TV monitor and content of slideshow. 

ï· Collect, open and distribute incoming and outgoing mail. 

ï· Answer emails for general inquiry regarding the El Paso United Family Resiliency 
Center. 

ï· Schedule and facilitate communication regarding meetings of staff and partners, 
including making arrangements for meeting spaces, sending invites and 
reminders, coordinating conflicting schedules, maintaining RSVP lists, registering 
guests, and securing vendors, as appropriate.

provided. Provide recurring updates and progress reports to UWEPC and 
partners on the services offered by the Center as well as the use by community

ï· Collect, track, and report expenses incurred by the Center in an effort to provide 
services to the community, to include donations, grants, and in-kind resources. 

ï· Maintain purchase order system and purchase office (including postage), 
housekeeping and other miscellaneous supplies within established budget; 
ensures all supplies are stocked and available for staff use. 

ï· Keep all office equipment properly maintained including making sure copier and 
printers are properly stocked. Arrange for equipment maintenance. 

ï· Responsible for fixed asset inventory. 

ï· As requested, compose miscellaneous correspondence, emails, memos, reports, 
etc. using proper grammar, spelling and punctuation. 

ï· Coordinates schedules, makes and tracks appointments, and arranges and 
coordinates travel schedules. 

ï· Serve as liaison between Property Management and staff regarding Fire &amp; 
Safety, Business Continuity Plan, and other building announcements. 

ï· Serve as liaison between IT vendor and staff. 

ï· Supports department personnel by assisting with copying, faxing, filing, mailing, 
and other tasks of a similar nature. 

ï· Provide assistance to the Director, as needed. 

 
Community Partnerships 

ï· Maintain working knowledge of the status of programs, engagement, and 
initiatives to fully participate and provide status updates, when necessary. 

ï· Seek and maintain strong community partnerships with local service providers 
and potential supporters. 

ï· Cultivate a strong collaborative of response and engagement in the El Paso 
United Family Resiliency Center by convening partners to assess community 
needs and strategically execute programs in collaboration with partners. 

ï· Participate in recurring program and strategic meetings to assist in shaping the 
vision of UWEPC Community Impact products and partnerships in relation to the 
El Paso United Family Resiliency Center. 

ï· Advocate for UWEPC Community Impact products with community partners and 
stakeholders. Research new programs and services that may be relevant to the 
mission and values of UWEPC. 

ï· Develop and cultivate successful strategic business/personal relationships. 

ï· Facilitate relationships with potential sub-contractors for direct services to clients 
including reporting, and information-sharing.

QUALIFICATIONS – KNOWLEDGE, EDUCATION AND EXPERIENCE 
 
Associate’s degree in subjects related to office administration, business, health and

years of work experience and/or an equivalent combination of education and experience 
related to the duties of the position. 
 
Knowledge of the non-profit sector is essential. Skills in grant management, program 
management, case management and/or volunteer engagement are desired.

The Parent Educator contributes to the achievement of United Way of El Paso County’s (UWEPC) mission, vision, and Education Community Impact goals by addressing a key strategy: family home visitation programs.  The Program Manger’s responsibility is to successfully deliver the Parents as Teachers program, an evidence-based early childhood home visitation framework that builds strong communities, thriving families and children who are healthy, safe and ready to learn.

	KEY RESPONSIBILITIES/ESSENTIAL FUNCTIONS
The Parents as Teachers (PAT) Parent Educator delivers the essential PAT program functions, to include:
<ul><li>Preparing for and conducting monthly or bi-monthly home visits, including home visits with reoccurring access to vulnerable populations, which will require 27 to 35 visits per month</li>
<li>Partner with families to improve well-being, reflect with families regarding parenting styles, and facilitate discussions and play activities to foster healthy development</li>
<li>Planning and conducting group connections and family appreciation events</li>

<li>Utilizing identified resources available to provide family support</li>
</ul>Administrative Compliance for Parents as Teachers

<li>Complete daily timesheets, staff weekly and monthly reports, monthly mileage and expense reports by set deadlines.</li>
<li>Participate in monthly reflective and administrative supervision sessions.</li>
<li>Recruit families to maintain a full caseload by conducting presentations in small or large groups.</li>
<li>Request donations and incentives for active participants in the Parents as Teachers (PAT) program.</li>
</ul>Professional Development
<ul><li>Complete at least 20 hours of professional development each year to maintain Parents as Teachers credential.</li>
<li>Attend all required trainings: Core Curriculum trainings, Technology Training, PAT Foundational and Model Implementation trainings, Ages and Stages Questionnaire, Life Skills Progression, Cultural Competency Training, Health Screenings and other trainings as recommended by program to enhance professional skills and capacity building.</li>

At least a four-year bachelor's degree in education, Health, Child Development, Sociology, or a related field is required.  An equivalent combination of education, experience and skills and abilities will be considered.
