The individual should have exceptional listening skills, demonstrate energy and initiative, and show integrity and compassion for all members of the team and community.&nbsp;ESSENTIAL DUTIES AND RESPONSIBILTIES:This role is pivotal in advancing the mission of the organization through strategic leadership, effective grant management, and fostering strong community partnerships.Grant Writing and Relationship Management:<ul><li>Research and identify grant opportunities from foundations, government agencies, and other sources.</li><li>Write, submit, and manage grant applications, ensuring compliance with all requirements.</li><li>In partnership with senior leadership team develop funding strategies for programs and services including writing and/or leading the submission of grants and proposals to various funding sources.</li><li>Lead other revenue generation and business development initiatives that support 211 Wisconsin and the Wisconsin Information and Referral Exchange.</li><li>Partner with association members to strengthen government and foundation partnerships that support United Way’s strategic direction.</li><li>Communicate clearly with the Chief Executive Officer on opportunities to maintain or grow revenue, and challenges that may impact results.</li></ul>Community Partnerships and Advocacy:<ul><li>Support organization leadership in developing relationships with members, external stakeholders, and policymakers.</li><li>Collect and analyze network needs to inform program strategy and development.</li><li>Represent United Way and 211 at community outreach events and meetings in partnership with program leadership.</li><li>Support the identification of external opportunities to leverage the organization’s brand and programmatic expertise.</li></ul>Compliance and Data Management:<ul><li>Support managers to ensure grant compliance for state, and federal contracts, including timely and accurate reporting and grant renewals.</li><li>Support the development and implementation of data collection systems to report outputs and outcomes, using data to promote, advocate, and inform programming.</li><li>Partner with the Chief Executive Officer to identify business needs and resources to drive a culture of data-driven decision making.</li></ul>Programs and Performance:<ul><li>Support the Chief Executive Officer in overseeing the coordination, integration, and delivery of key programs, contracts, and related services.</li><li>Facilitate agency-wide collaboration, and strategic member network communication.</li><li>Manage communication team to ensure strategic outreach, promotion, and publicity of programs. &nbsp;</li><li>Coordinate strategy and mission advancement in partnership with program managers that lead key statewide programs, including 211 Wisconsin, Volunteer Wisconsin, Techquity Wisconsin, Community Health Workers Training and Apprenticeship, and initiatives aimed at strengthening local United Ways in Wisconsin.</li></ul>Administrative and Fiscal Responsibilities<ul><li>Participate in the budget-development process and maintain fiscal responsibility.</li><li>Develop administrative materials and policies as warranted.</li><li>Serve as a content expert or consultant to the staff and the community at large.</li><li>Act on the CEO’s behalf and/or perform other duties, as necessary.</li></ul>QUALIFICATIONSTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily.<ul><li>Bachelor’s degree required; advanced degree preferred.</li><li>Minimum of five to seven years of experience that includes grant writing and relationship management that demonstrates growth success.</li><li>Proven success in developing and implementing successful business development strategies.</li><li>Strong leadership and team management abilities.</li><li>Excellent written and verbal communication skills.</li><li>Ability to work collaboratively with internal and external stakeholders.</li><li>High level of integrity and professionalism.</li><li>Excellent organizational skills, with the ability to manage multiple projects and meet deadlines.</li><li>Demonstrated knowledge of programmatic work areas and the ability to leverage this expertise in writing and in person.</li></ul>KEY COMPETENCIES<ul><li>Drives Vision &amp; Purpose: Ability to lead large-scale program initiatives with a clear vision and strategic direction.</li><li>Action Oriented: Takes on opportunities and tough challenges with urgency and high energy.</li><li>Collaborates: Proven track record of working with leadership and cross-functional teams.</li><li>Cultivates Innovation: Creates improved ways for the organization to be successful. Summary: 
The Outreach &amp; Navigation Specialist is an essential member of the United Way Fox 
Cities 211 team and will work alongside a network of Navigators and serve the 
northeastern Wisconsin region. This individual will work directly with eligible clients 
receiving loaned devices through Techquity WI programming to help them gain digital 
skills, troubleshoot technical issues, and feel confident using their device to support 
their everyday needs for education, employment, health monitoring, and more. The role 
will involve identifying eligible individuals, onboarding program partners, guiding 
enrolled individuals through technology setup, organizing and/or supporting local laptop 
distribution events, and providing ongoing digital literacy training and navigation to 
device recipients. This assistance will be provided primarily in person and by voice 
telephone but may also include other communication methods that work for the learner. 
Some travel will be required.

Duties/Responsibilities: 
Client Support and Engagement 

 • Identify and enroll eligible clients in the Techquity Wisconsin device loan 
program. 

 • Facilitate device distribution according to program plan and funder requirements.

 • Conduct individualized assessments with each client to determine program 
eligibility and clients’ specific technological needs, home internet and device 
access, and digital skill needs. 

 • Assist clients with device setup (e.g., laptops, tablets), internet connectivity, and 
basic troubleshooting. 

 • Provide guidance on safe internet practices, including cybersecurity and 
protecting personal information. 

 • Encourage and support clients in exploring online resources, including telehealth, 
education, and essential services. 

 • Serve as on-call responders to device and internet-related questions from device 
recipients. Help with device navigation, problem-solving, and replacements if 
devices fail. 

 • Distribute tip sheets and other resources, and schedule follow-up sessions based 
on individual needs. 

 
Community Training and Digital Literacy 

 • Conduct one-on-one and small group sessions to help clients navigate digital 
tools and resources confidently, and that meet the clients’ specific needs. 

 • Provide orientation to the Community Upskill website for local digital skilling and 
upskilling. 

 
Case Management and Impact Tracking &amp; Reporting 

 • Set and confirm goals with the client to support their plan, connectivity needs, 
and internet use priorities. Plan and manage assistance to each client with the 
goal of fulfilling the agreed goals. 

 • Document client interactions, event details, device distribution, and navigation 
progress in case management systems to track outcomes and support follow-up. 

 • Collaborate closely with team members to gather and report on client success 
metrics, providing insights to improve service delivery. 

 
Community Engagement with Cultural Sensitivity 

 • Onboard eligible community partners, guiding them through the device 
enrollment and distribution process. 

 • Function as a supportive digital guide for diverse populations, ensuring cultural 
sensitivity and inclusivity in every interaction. 

 • Develop and distribute coordinated, consistent local program outreach and 
recruitment materials. 

 • Engage with local community events, promoting digital literacy resources and 
offering digital navigation services in a way that builds trust and rapport.

 • Bachelor’s degree, or equivalent experience, in education, nonprofit 
management, social services or related field required. 

 
Required Skills/Abilities:

 • Proficient in project management tools, databases, spreadsheets, word 
processing, and email platforms. 

 • Experience working in digital inclusion, tech support, volunteer training, or similar 
programs a plus. 

 • Customer services experience with demonstrated innovations and flexibility to 
meet the needs of clients. 

 • Problem-solving and creativity with the ability to manage competing priorities in a
