Pennsylvania 211 East is a free, confidential, non-emergency, comprehensive information and 
referral service that connects Berks, Carbon, Lancaster, Lebanon, Lehigh, Northampton, and 
Schuylkill county residents with the health and human services they need. 

About the Position 

Provide hands-on, community-based services to remove barriers to seeking assistance. 
This position is responsible for answering incoming calls, walk-ins, chat and text platforms, in 
addition to collecting client information and demographics. An emphasis on quality customer 
service skills and accurate data recording is essential. 

Accountability: Director, PA 2-1-1 East 

PRIMARY JOB RESPONSIBILITIES/DUTIES INCLUDE: 

 • Provide short -term case management services to identify needs and help to stabilize 
families. 

 • Respond to client concerns via inbound phone calls and/or walk-ins, with an 
appropriate tone of voice, paying close attention to voice inflection and volume. 

 • Maintain a non-judgmental attitude when speaking with callers, displaying sensitivity to all 
cultural backgrounds. 

 • Assessing caller needs and facilitating appropriate referrals for families and individuals 
seeking health and human service information. 

 • Accessing the 2-1-1 database for resources and appropriately refer callers. 

 • Demonstrate proficiency in using call center software, computer hardware and telephone 
equipment. 

 • Assist with general 211 calls as assigned. 


 • Provide application assistance for financial assistance and supplemental programs, 
i.e. SNAP, LIHEAP 

 • Proficient in use of Text and Chat

TRAVEL: 

This position will travel between several locations in Lancaster. Reliable transportation is required.

Position Summary:The CEO of United Way of Southern Chester County (UWSCC) provides visionary leadership, strategic direction, and operational oversight for the organization. The CEO ensures the development, implementation, and sustainability of community programs and partnerships that address critical local needs in education, financial stability, health, and emergency services. The role focuses on relationship building with donors, local businesses, government agencies, and nonprofits while aligning the organization's efforts to create measurable social impact.Key Responsibilities:Strategic Leadership and Vision:<ul><li>Develop and implement the organization’s strategic plan in alignment with UWSCC’s mission to improve the lives of individuals and families in Southern Chester County.</li><li>Lead the team in identifying community needs and developing innovative solutions, focusing on the A.L.I.C.E. population and other vulnerable groups.</li><li>Drive efforts to achieve the organization’s mission through measurable outcomes and accountability.</li></ul>Fundraising and Resource Development:<ul><li>Oversee the fundraising strategy, working with individual donors, corporate sponsors, foundations, and grant opportunities to secure financial support for UWSCC’s programs.</li><li>Build and maintain relationships with major donors and stakeholders to support financial goals, including annual campaign drives like Giving Tuesday and events such as Southern Stars.</li><li>Identify new opportunities for partnerships with local businesses and community groups, like Longwood Gardens.</li></ul>Community and Partner Engagement:<ul><li>Serve as the public face of UWSCC in the community, representing the organization at public events, forums, and meetings with key stakeholders, including nonprofits, government officials, business leaders, and residents.</li><li>Foster collaboration among community partners to deliver services, including supporting programs like food banks, mental health services, childcare centers, and healthcare clinics.</li><li>Participate in local coalitions, such as SCCON, to enhance collective community efforts.</li></ul>Board Relations:<ul><li>Work closely with the Board of Directors to develop policy, provide recommendations, and support governance efforts.</li><li>Ensure that the Board has the information it needs to make informed decisions.</li><li>Act as a liaison between staff and the Board to communicate progress, challenges, and opportunities.</li></ul>Operational Management:<ul><li>Oversee day-to-day operations, ensuring the efficient use of resources, compliance with regulations, and the alignment of activities with the organizational mission.</li><li>Manage and inspire the staff, providing guidance, professional development, and fostering a collaborative, mission-driven environment.</li><li>Lead efforts to measure and report on the impact of programs and services.</li></ul>Financial Stewardship:<ul><li>Ensure sound fiscal management, including budgeting, financial reporting, and risk management.</li><li>Work with the finance team and Board Treasurer to prepare and monitor budgets and financial forecasts.</li></ul>Communications and Marketing:<ul><li>Develop and implement a communication strategy to raise awareness about UWSCC’s mission, programs, and the needs of Southern Chester County.</li><li>Oversee the creation of impactful messaging, including donor communications, press releases, and social media engagement.</li><li>Support public relations efforts to strengthen the UWSCC’s visibility and credibility in the community.</li></ul>Qualifications:<ul><li>Education: Bachelor’s degree in nonprofit management, business administration, social work, public administration, or a related field (Master’s degree preferred).</li><li>Experience:<ul><li>8-10 years of progressive leadership experience in the nonprofit sector, preferably with United Way or similar organizations.</li><li>Proven track record in fundraising, community building, and partnership development.</li><li>Strong experience in board management and working with diverse stakeholders.</li></ul></li><li>Skills:<ul><li>Excellent communication, public speaking, and interpersonal skills.</li><li>Demonstrated ability to lead, inspire, and manage a high-performing team.</li><li>Financial acumen and experience with nonprofit budgeting and reporting.</li><li>Strategic thinking and an ability to execute long-term plans.</li><li>Passion for community service and understanding of the challenges faced by vulnerable populations in Southern Chester County.</li></ul></li></ul>Additional Information:<ul><li>Work Environment: The CEO will be based in Southern Chester County and must be able to travel locally for meetings and events.
