Position Summary: (Hybrid, 3 days in office - Alexandria, VA)The Director, Grant Administration is responsible for and oversees all of the United Way Worldwide’s (UWW) grant reporting activities and ensures compliance with all private and federal grant reporting and compliance requirements. This position works directly with UWW program and development staff to review grant requirements for new grants, determine and ensure compliance with the Uniform Administrative Requirements, Cost Principles, and Audit Requirements outlined in 2 CFR Part 200 (Uniform Guidance). The Director, Grant Administration will also oversee the creation of the indirect cost proposal and related financial analysis and reporting. The Director, Grant Administration plays an integral role in supporting UWW’s grant portfolio throughout the entire grant life cycle, ensuring compliance with grant requirements, collaborating with stakeholders throughout the application process, monitoring grant progress, facilitating reporting to funders, and providing strategic leadership to UWW.Key Responsibilities/ Essential Duties: The Director, Grant Administration responsibilities include, but are not limited to:Pre-award<ul><li>Support program and development staff in the creation of proposals for new development opportunities, including reviewing and contributing to concept notes, proposals, and budgets. Review all proposal budgets prior to proposal submission, ensuring accuracy, consistency with technical proposal, completeness, and compliance with funder and Uniform Guidance requirements.</li><li>Develop and maintain an in-depth understanding of funding mechanisms, funder requirements, budget conditions and spending status for all grants and awards.</li></ul>Post-award<ul><li>Initiate a grant kick off meeting for all new awards, to include program staff, finance, and other key stakeholders. Ensure that all stakeholders understand the new award budget, timeline for performance, and any funder-imposed limitations as well as reporting obligations, deadlines, and individuals responsible.</li><li>Manage and coordinate the approval of agreements, amendments, cost or no-cost extensions for all UWW awards.</li><li>Ensure that grants or contracts are well administered, and program/support teams are fully informed of relevant funder compliance regulations and compliance overviews are developed and maintained.</li><li>Design and manage subrecipient monitoring processes, collecting, and analyzing data, documenting results, and identifying and discussing implications, including initial review and risk assessment of potential subrecipient’s operational and organizational risk, review of subrecipients’ Single Audits, and review of subrecipient audit findings.</li><li>Proactively interpret and assess subrecipient risks, provide technical assistance as necessary and surface and address issues. </li><li>Maintain grants repository that summarizes period of performance, obligated amounts, reporting requirements, etc., for all UWW grant funded programs.</li></ul>Grants management<ul><li>Attend and actively participate in all grant-related meetings.</li><li>Collaborating with program staff, maintain pipeline and burn rate spreadsheets for all of UWW's grant funded programs.</li><li>Utilize existing standard grant management processes and develop new tools or reporting formats to enhance grants management. </li><li>Provide accurate and timely internal financial reports for delivery to the Program Managers on a monthly basis.</li><li>Review, monitor, and analyze monthly financial transactions to ensure compliance with grant and funder or Uniform Guidance requirements and UWW policies; and incorporate grant management best practices.</li><li>Prepare analysis of the accounting for all federal and private award agreements to assist management in decision making and provide recommendations.</li><li>Develop guidance, templates, and toolkits to ensure timely submission of narrative and financial funder reports; collaborate with Program Managers to ensure that funder financial reports are both timely and accurate.</li></ul>Closeout<ul><li>Close out all grants according to the funder's requirements and UWW policy, and reconcile all final deliverables and payments, in conjunction with finance and program staff.</li></ul>Other duties<ul><li>Oversee the creation of the indirect cost rate proposal and/or evaluate the appropriateness of the de minimis rate and related final analysis and reporting. </li><li>Support development of guidance and training for UWW staff, contractors, and subrecipients, at either the start of their employment or the start of a new grant or as needed, to ensure effective compliance with relevant federal rules and regulations. </li><li>Partner with the policy owners to update and maintain a documented system of accounting policies and procedures which conforms to the Uniform Grant Guidance for all federal grants and GAAP for all private grants.</li><li>Create and maintain a grants administration procedure manual.</li><li>Perform other duties as assigned.</li></ul>Minimum Requirements:<ul><li>8 years of audit or industry experience with not-for-profit accounting</li><li>Knowledge of Uniform Administrative Requirements, Cost Principles, and Audit Requirements outlined in 2 CFR Part 200 (Uniform Guidance) </li><li>Experience administering private grants is strongly preferred</li><li>Proven knowledge of accounting theory and practice, particularly non-profit accounting, reporting, and Uniform Guidance regulations and compliance.</li><li>Proficient in Microsoft Office Applications.
