Vice President, Public Policy

POSITION SUMMARY 

As the Vice President, Public Policy you will lead United Way Worldwide’s government relations and public policy activities representing the more than 1,300 local United Ways before Congress and the Administration. You will develop and advocate a public policy agenda on behalf of United Way, seeking to improve lives by mobilizing the caring power of communities around the world to advance the common good.  You will be responsible for implementing strategies to build public policy capacity throughout the United Way movement. These dual roles of this position – lobbying and working with local United Ways to get them more engaged in advocacy – are both essential and require that this individual serve as much as a coach/trainer as well as legislative strategist. You will speak frequently at United Way and other non-profit conferences and you will seek out and participate in a leadership role in policy related coalitions.

You will have overall responsibility for directing the daily work activities of UWW's Public Policy department.  Will be responsible for developing work plan(s) to support the achievement of the annual business plan for its assigned Group.  

KEY RESPONSIBILITIES/ESSENTIAL DUTIES OF POSITION

 An individual must be able to perform each essential duty listed below at a satisfactory level: 

  • Support the creation and execution of a comprehensive national policy agenda that builds support for United Way’s public policy priorities.
  • Design advocacy campaigns to engage individuals in simple, tangible, and meaningful action opportunities, including livestreamed events, calls to action, civic engagement initiatives and social media campaigns.  
  • Support year-round advocacy engagement of Women United chapters, Emerging Leaders groups, corporate stakeholders, and major donors. 
  • Lead strategies to advance equity and social justice policies and build the capacity of United Ways to integrate equity in their policy and advocacy work. 
  • Serve as a liaison with communications, marketing, DEI, digital, events and engagement teams to ensure there is alignment and coordination across the major campaigns and priorities of the policy team. 
  • Build and manage relationships with cohorts of state and local United Ways and provide targeted supports, technical assistance, and consultation, including the Council of States, the United Way Education & Jobs Cohort, the United Way Voter and Civic Engagement Cohort and others. 
  • Develop resources to support the advocacy of state and local United Ways, including toolkits, social media templates, talking points, op-eds, webinars etc.
  • Organize, participate in, and support trainings, webinars, and conferences to build the capacity of the United Way U.S. Network to promote and elevate network policy priorities.
  • Cultivate relationships with national policy leaders and partners and find synergy with UWW policy and advocacy priorities.
  • Oversee the team’s finances and monitor the budget, including long- and short-term plans.
  • Supervise at least one to two staffers on the team and provide strategic leadership, guidance and development of direct reports.
  • Periodic travel to targeted states/communities will be required.
  • Other duties as assigned. 

JOB REQUIREMENTS

 Minimum requirements include: 

 Bachelor’s degree or commensurate experience.

  • 10 to 15 years of prior relevant work experience including advocacy at the federal level. 
  • Capitol Hill or Administration experience strongly preferred. 
  • Aptitude for training/coaching others is essential. 
  • Expert public policy knowledge, skills, and abilities.
  • Prior people management experience. 
  • Skilled at building coalitions to support critical issues. 
  • Ability to coordinate multiple facets of a project, adapt to change, and collaborate with others. 
  • Ability to work with a wide spectrum of policy makers, administrators and staff. 
  • Ability to think strategically and develop sound and practical policies, as well as communicate verbally and in writing to a variety of audiences. 
  • Excellent project management skills are essential.
