Job Summary:
United Way of King County is working toward a racially just community where all people have homes, students graduate, and families are financially stable. The Sr. Manager, Postsecondary Policy & Evaluation is responsible for the replication, scale, and sustainability of United Way’s Bridge To Finish Campaign. This position provides strategic direction to staff and partners working to increase college completion rates. The role partners with Bridge to Finish program staff and leadership to ensure that strategies for replication and scale align with current program data, address racial disparities, and transform systems to be more just, accountable, and equitable.
This position works closely with colleges, state agencies, funders, and community partners to influence policies and practices that increase access to basic needs for community college students. The position will focus on advancing policies, resources, and services for BIPOC students, parenting students and first-generation college students. This position will work closely with internal and external stakeholders to mobilize a statewide Basic Needs Coalition to ensure effective and equitable policies and systems. They will partner with the Sr. Manager of Food Security and the Anti-Hunger and Nutrition Coalition to advance Basic Food / SNAP policies and practices. The position will be actively engaged, and at times lead, other projects on the Ending Homelessness and Poverty team. The position will also actively collaborate with peers across the Community Services Team on work related to racial equity, systems change, and coordinating Bridge to Finish services with other United Way efforts.
The annual salary range is $80,500 – 84,500 DOE. This position is open until filled.
Essential Duties:
- Design and implement strategies to replicate, scale, and sustain United Way’s Bridge To Finish program in King County and across Washington State.
- Lead partnerships with multiple national and state evaluators using findings to make recommendation to internal and external partners to refine Bridge to Finish program model and inform public policy.
- Facilitate statewide engagement efforts in partnership with Washington Student Achievement Council (WSAC) and Washington State Board for Community and Technical Colleges (SBCTC), including the Basic Needs Advisory Group and the Statewide Learning Communities.
- Drive the development and implementation of statewide postsecondary basic needs policy and advocacy agenda.
- Work to reduce racial disparities by centering racial equity in policies, practices, and decisions holding partners accountable for implementing anti-racist strategies.
- Mobilize and lead statewide Basic Needs Coalition to support student centered, equity focused policies. Leverage coalition to lead the creation of a statewide policy and advocacy agenda for postsecondary basic needs.
- Lead Basic Food / SNAP engagement campaign that increases awareness and reduces barriers to accessing federal program
- Proactively develop collaborative relationships and partnerships with peers across the Community Services Team on work related to racial equity, systems change, and integrating or coordinating Bridge to Finish services with other United Way efforts.
- Cultivate mutually beneficial relationships with internal stakeholders, community-based organizations, colleges, state agencies, and Higher Education leaders.
- Manage evaluation, policy and expansion contracts, provide technical assistance and monitor grantee performance and progress
- Actively seek opportunities to present on Bridge to Finish to share learnings, support fundraising, increase awareness, and support scale and replication efforts.
- Develop analyses to inform policy development and communications/briefing materials to convey changes to key stakeholders.
- Provide practical analyses packaged in ways that are useful to the intended audiences and for the intended purposes, and which ensure credibility of results.
- Supports the Ending Homelessness and Poverty team in other time-limited projects.
- Supports program sustainability through fundraising efforts including grant writing, partner and donor development, and reporting.
- Performs other related duties as assigned.

- Demonstrated ability to develop and implement strategies that reduce racial disparities for college students.
- Ability to assign project deliverables and hold teams accountable for the completion of assigned deliverables.

- Intermediate proficiency with Microsoft Office and ability to quickly adapt to new technology.
Education and/or Experience:
Bachelor's degree or combination of education or equivalent work experience, specializing in Social Work/Human Services, Public Administration, or related field. Must have at least 5 years’ progressively responsible experience in Human Services, 7 years preferred. Experience with program management and evaluation, strategic planning, partnership development, project management, and racial equity work.
