Title: PA 211 Statewide Data Strategy Manager
Goals:
- Build revenue-generating partnerships that leverage the asset of PA 211 community resource and aggregated needs/usage data
- Monitor technology and customer service trends to help PA 211 be on the leading edge of emerging opportunities
- Match PA 211’s capabilities with Social Determinant of Health strategies in the health care, social service and private sectors
- Work with PA 211 regional staff to assure all system partners curate data that is accurate, follows standards
- Lead strategies to communicate and share PA 211 impact and value using data
- Provide thought-leadership to support the advancement of 211 service at the state and national level.
- Cultivate and maintain relationships with program partners, regional 211 leaders, resource navigators, and database managers in order to ensure program integrity
Responsibilities:
- Lead on strategy execution for database-related impact products with vision
- Serve as a bridge/translator between technical/operational information and partners’ business needs to support collaboration and system improvement
- Seek out information and trends on data-sharing, SDoH interventions and closed loop reporting and provide leadership to overall PA 211 strategy in these areas
- Work with other UWP and PA 211 staff to develop project proposals and support grant-writing pertaining to PA 211 data
- Develop statewide dashboards and reports for internal and external audiences which measure key metrics on 2-1-1 provider performance, alignment with national 2-1-1 network goals and statewide consistency
- Assist in the development of external stakeholder materials to promote SDoH and other PA 211 critical projects
- Develop strategies to enable stakeholders, policymakers and community leaders to leverage 211’s real-time needs data to position 211 as a valued partner, and evaluate potential to generate more revenue for the 211 system from the needs data
- Work with UWP’s public policy team to use PA 211 data to support education and advocacy with state and national lawmakers and their staff
- Manage the contract and expectations for the statewide PA 211 database platform
- Staff the statewide Database Managers Work Group, providing visionary leadership to help database technicians support growth opportunities for the PA 211 system
- Assure the PA 211 statewide system has standards which allow 211 to partner in traditional and emerging partnerships while maintaining compliance with AIRS
- Represent UWP and PA 211 to external organizations, groups, and partners
- Meet all contractual reporting requirements for assigned projects.
Minimum Requirements:
Bachelor’s degree required
Minimum of three to five years of experience leading strategy to develop and sell a product in a for-profit or nonprofit setting
Experience using data and metrics to drive improvements
Strong oral and written communication skills
Strong analytical skills
Valid Driver’s license - some travel is required
Criminal history background check upon employment, and compliance with HIPAA privacy and security policies
Ability to work independently and utilize strong decision-making skills

Effective at working with others to reach common goals and objectives
Ability to concisely convey complex ideas
High degree of computer literacy with excellent knowledge of word processing, spreadsheets, and database software applications is required.
