Manager, Economic Mobility Programs (Remote Option)


The Manager, Economic Mobility Programs, is a member of the Impact team, whose job is to develop and implement research- and evidence-based impact strategies and approaches to advance United Way’s mission and strategy. The Manager supports the Senior Director of Economic Mobility in executing the management and growth of United Way’s MyFreeTaxes product, which improves the financial stability and economic mobility of individuals and families by increasing equitable access to tax credits and refunds. 

NOTE:  This is a grant-funded position, continuation of position contingent upon funding. The position may be performed remotely for individuals outside the DC metro area.

The Manager will be responsible for designing and delivering programs, products, tools, and resources that build United Way’s capacity in the areas of free tax filing, financial education/coaching, and benefits access, with a particular focus on United Way’s MyFreeTaxes program. The Manager will provide technical assistance to MyFreeTaxes filers and partners and lead the team of IRS Volunteer Income Tax Assistance (VITA) certified customer support specialists and volunteers.  The Manager will also be responsible for evaluating such programs for effectiveness and supporting grant writing and reporting efforts.   

The Manager will work in coordination with other teams across United Way Worldwide, including 211, Investor Relations, and Marketing and Communications. This position is generally responsible for the delivery of assigned work projects within the Impact team and will participate in the development of team action plans, work processes and systems.  


An individual must be able to perform each essential duty listed below at a satisfactory level:  

  1. Build and manage relationships with local United Ways, non-profit partners, and for-profit partners. Proactively engage key staff, respond to inquiries, and update Impact team colleagues on issues and opportunities. 
  2. Provide project management, grant writing and reporting, and on-going support for grant-funded projects that improve the United Way network’s impact in the areas of economic mobility, with a focus on free tax preparation, financial education/coaching and benefits access. 
  3. Responsible for managing the implementation of United Way’s online free tax filing product, MyFreeTaxes. This includes:  
  4. designing/deploying training to local United Ways and other partner organizations; working with internal and external partners to refine marketing, training, and support material development in English and Spanish; communicating with the IRS and other external partners; 
  5. monitoring tax return data and generating reports; partnering with 211 to manage the customer helpline; recruiting, managing, and supporting MyFreeTaxes volunteers to provide excellent customer support;  
  6. providing information and technical assistance to local United Ways and other partners in support of their efforts to provide MyFreeTaxes and free tax filing services.  
  7. as part of executing these responsibilities, the Manager will collaborate with local United Ways, government agencies, advocacy organizations, and other partners to leverage MyFreeTaxes to help hundreds of thousands of newly eligible Puerto Rico residents to claim their Child Tax Credit and Earned Income Tax Credit. 
  8. Outside of tax season, the Manager will support the implementation of grant-funded and other projects focused on financial education/coaching and benefits access. The manager will be responsible for managing learning opportunities such as conference calls and webinars, identifying and documenting promising and adaptable practices, collecting and compiling grantee progress reports, responding to grantee questions, and providing general technical assistance.  
  9. Contribute to the Impact Team’s ongoing strategy development and refinement. 
  10. Represent United Way Worldwide and the United Way network at conferences, meetings, forums, and other national and local events as needed. Promote MyFreeTaxes and other United Way economic mobility initiatives. Share trends with internal and external colleagues. 
  11. Coordinate with Impact team members to ensure the timely completion of time-sensitive and cross-cutting tasks – including information requests, knowledge sharing and information management, and meeting planning and communication duties. 
  12. Work collaboratively with other teams and divisions within UWW. 
  13. Other duties as assigned. 


Minimum requirements include:  

  • A bachelor’s degree with at least three years of relevant experience or an associate degree with at least five years of relevant experience. 

  • A flexible, creative, and curious approach to work in an environment that is addressing a range of complex community and business issues across a network of 1,400 United Ways in 41 countries. 

  • Strong project management skills, effectively leveraging available resources to drive results.  Proven ability to present complex information concisely and make smart trade-offs. 

  • Ability to work collaboratively with a professional staff across a large organization.  

  • Ability to handle multiple competing priorities in a fast-paced environment with minimal outside direction, while constantly advancing long-term goals and communicating progress.  

  • Experience with a mix of community-based and national non-profit organizations, the business community, and policy advocacy groups is desired.  

  • Experience with Volunteer Income Tax Assistance (VITA) programs, tax credits, or benefits access highly preferred. 

  • Experience applying principles of human-centered design in the development and delivery of digital experiences, programs, and products is preferred. 

  • Excellent interpersonal skills and client service-oriented personality. 

  • Excellent research, writing, analytical, communication, public speaking, and management skills.  

  • English fluency is required. Spanish fluency is highly preferred.
