Job Developer

Program Description

Inland SoCal United Way’s Community Impact Department develops, implements and manages programs meeting ISCUW’s community impact goals in the areas of education, health and financial stability as well as increasing the capacity of local nonprofits through volunteerism and grants. This work is accomplished through United Way-managed programs provided in partnership with local companies, schools, community organizations, local governments and volunteers. Programs include student support programs such as School Tools, Kids Pack, Launch Point, GEMS, and ieReads, as well as financial stability programs such as financial literacy, food delivery, and assistance for rent, utilities and transportation.

Position Overview:  

The Job Developer, under the direction of the Program Manager, will focus on supporting the grant goals by placing job seekers into sustainable employment. The Job Developer will establish and maintain working relationships with employers, industry organizers, community partners and educational providers to secure employment and training opportunities. In addition, the Job Developer will work directly with the Program Manager, Employment Coordinator, and job seekers in meeting placement goals. The Job Developer will promote Inland SoCal 211+ Careers employment programs and supporting job seekers through improving job attainment and effective job matching.  It is the Job Developer’s responsibility to evaluate job seekers’ skills and job interest in matching to potential job openings.  Target populations for this grant are low income, veterans, homeless, re-entry, dislocated workers and individuals who are seeking employment services who have significant barriers to employment due to the aftermath of substance abuse.  This is full-time non-exempt position is funded through 2024 and carries the possibility that it may not be renewed if further funding is not obtained.  No contract is implied; this position is “at-will” and employment may be terminated at any time by the employee or the employer.  The availability of grant funds does not guarantee continued employment.  This position reports to the Workforce Program Manager. 

Essential Functions – 80% 

  • Work with employers, staffing agencies and industry organizers and government programs
  • Collaborative with employment coordinators to place clients in jobs
  • Recruit employers for the program
  • Coordinate and organize employer recognition program
  • Coordinate, organize, and participate in quarterly job fairs
  • Coordinate and participate in work-readiness workshops
  • Build rapport with community partners  
  • Build relationships with veterans, re-entry and homeless-friendly employers 
  • Participate and attend regional chamber events
  • Participate in professional association network mixers
  • Attend public speaking engagements, outreach events, job fairs, and partner events  
  • Assess client skills and abilities to effectively job match
  • Knowledge of job-readiness skills such as resume writing, interview techniques, and mock interviews  
  • Participate in weekly, monthly, and quarterly meetings with 211 Careers staff

Secondary Functions – 20% 

  • Track monthly outcomes and outreach activities  
  • Perform and data input information on Case Management System  
  • Other tasks as assigned by leadership 


  • Associates or Bachelor's degree in Business or Social Services preferred 
  • Strong public speaking abilities 
  • Strong resume writing skills 
  • Knowledge of WIOA programs desirable 
  • Caljobs experience helpful 
  • Experience with social services and local resources 
  • An understanding of the labor market 
  • Excellent customer service skills 
  • Motivational Interviewing skills a plus 
  • Ability to build relationships with employers 
  • A passion to assist all people to thrive financially 
  • Excellent writing skills required, including correct grammar and ability to summarize 
  • Proficient computer skills, required including competency with Microsoft Office and working with a variety of programs  
  • English/Spanish bilingual preferred 
  • Must have reliable transportation, a valid California Driver’s License and the minimum personal liability insurance coverage required by California law and ISCUW insurance carriers

While performing the duties of this job, the employee will be required to use equipment such as the telephone, computer, fax machine and copy machine. The employee is also frequently required to use hands to finger, handle or feel and reach with hands and arms, and to talk and hear. This position requires sitting for long periods of time but may require to the ability to walk, stand, stoop, squat or drive various periods. Must be able to lift/move objects up to 10 lbs. Visual acuity and manual dexterity required for typing and computer use.

Wage and Benefits

Wage is $22.00 per hour, payable bi-weekly. Benefits include vision, dental, medical, life, AD&D and long term disability insurance, paid holidays, accrued vacation and sick-leave.
