Classification: Non-Exempt, Full-time, 6-month temporary position (dependent on confirmation of grant funding)

Job Summary: 

Anyone can learn to do taxes and that is just what our volunteers do! United Way California Capital Region (UWCCR) leads the local coalition of partners providing and supporting free tax preparation services through the Volunteer Income Tax Assistance (VITA) program. The program relies on volunteers making a commitment to be trained, complete certification, and assist clients throughout the tax season with tax preparation.  During a normal tax season, our program works with up to 500 volunteers. In the past two years, we have pivoted from offering traditional in-person service to 100% virtual service, as well as drop-off methods following strict safety guidelines. For the upcoming tax season, we plan to offer services varying from traditional to the most modern. Several hundred volunteers will be needed to merge our new services with old. We need your help to see our program’s strength rebound. We are looking for someone to help with volunteer recruitment, management, and engagement grow and excel. We are looking for you! 

Please note that this is a grant funded position and placement for the job will be dependent on approval of grant funding.  


Essential Functions: 

The Free Tax Prep Volunteer Administrator will report to Free Tax Prep Program Manager and work with the Free Tax Prep Administrator to lead the strategic building of Free Tax Prep Program’s Volunteer Management. The position will help build a strong and sustainable model for 2021 and beyond.  

Duties include:  

  • Developeing volunteer recruitment and engagement strategies based on research and best practices,  

  • Createing volunteer management reporting system for 2021-2022 tax season,  

  • Supporting volunteers through training, certification, and throughout tax season,  

  • Compileing information, presenting, proposeing, and implementing volunteer management software for 2022 and beyond, and  

  • Createing training guide for volunteer management software. 

  • Responsible for initial client communication through the free tax prep phone line and email. 

  • Pull monthly reports from Tax software as requested by Free Tax Prep Manager. 

  • As needed, aAct as co-coordinator for local drop-off tax sites during the week or some Saturdays as needed.  

  • Collect stories from volunteers and clients during attended events. 

  • Work with Free Tax Prep Administrator to develop volunteer appreciation and recognition efforts. 



  • Understanding of collective/collaborative community impact work 

  • Experience recruiting and coordinating volunteers 

  • Knowledge of the Volunteer Income Tax Assistance (VITA) program a plus 

  • Familiarity with community resources in the Sacramento/Capital Region a plus 

  • Bilingual in Spanish, Russian, Hmong, Vietnamese or Cantonese a plus 




  • Excellent communication skills, verbal and written, including the ability to communicate well in a variety of settings with a variety of stakeholders 

  • Strong analytical, troubleshooting, and problem-solving abilities 

  • Able to react, organize and prioritize within a high pressure, fast paced environment 

  • Outstanding work ethic and willingness to do what it takes to get the job done  

  • Ability to work independently with a high attention to detail 

  • High level of proficiency in various Microsoft Office applications 

  • Ability to maintain a polished professional appearance 

  • Ability to maintain high level of confidentiality 

  • Work in an office environment, lift and move objects up to 40 pounds such as large binders, books, boxes, and small office equipment 



  • Possession of an appropriate California operator’s license issued by the State Department of Motor Vehicles, and adequate automobile insurance; possession and maintenance of a good driving record (as evidenced by the absence of multiple or serious traffic violations for at least a two-year duration) that does not contribute to an increase in UWCCR insurance rates.
