United Way of the National Capital Area (UWNCA) seeks an innovative and dynamic individual to serve as its Director, Research and Evaluation. Reporting to the Vice President, Community Impact and Engagement, s/he will be responsible for providing leadership to oversee and align the collection, management, and architecture of all data for the organization’s portfolio of projects that contribute to the UWNCA’s mission, vision and annual goals and objectives. S/he is responsible for developing evaluation tools and strategies to measure, track and report on community outcomes utilizing comprehensive community data and other information resources. Working at a community level to build specific partnerships for long-term results; provides the forum for setting priorities through dialogue, and examination of education, health, financial and human services assets and needs. The Director, Research and Evaluation is responsible for translating complex data and evaluation outcomes into actionable metrics and sharing findings/learnings with both internal and external audiences. A critical role of the position is supporting and educating staff, partner organizations, and the community in the planning, implementation and understanding data collection and analysis. The Director, Research and Evaluation will work closely with partners and their data staff to access and analyze data in support of program objectives. - Establish a method to monitor and evaluate program outcomes and the ability to track programmatic and community level data with a focus on outcomes.
- Manage grants and evaluate grant compliance.
- Track and manage outcomes to community level data
- Measure, track, and report community outcomes as they relate to community impact division’s projects and initiatives. Access community information assets and needs and direct initiatives to address development and dissemination of information related to human services. Drive the ongoing collection and analysis of community indicators. Develop continuing opportunities for community input and feedback.
- Work in partnership with CI division directors and staff to execute the strategic plan and implement new processes and approaches to achieve goals and ensure that the entire organization is focused on UWNCA’s mission.
- Document data and evaluation policies and procedures and cross train others to ensure backup for functions.
- Provide technical assistance to funded partners regarding program development and outcome measurements.
- Obtain and keep current professional certifications as necessary to perform the job.
- Participate in on-line training, webinars, and when possible, attend seminars to keep abreast of industry and system best practices and enhancements
- Create custom reports, maintain current reports, and train program staff to build regional and site-level reports to provide regional and site level program data.
- Design and lead research requests when needed.
- Research includes finding and analyzing community level data, regional data, and publicly available data sets.
- Work with external evaluators and serve as the project lead and point of contact on external evaluations.
- Create data system that monitors progress.
- Identify root causes to establish Community Indicators.
- Ensure training to increase knowledge of outcome measurement process and data submitted by partner agencies.
- Other duties as assigned to achieve the mission of UWNCA.
- Communicate with external initiatives (local, state and nationwide) and learn from their evaluation efforts.
- Act as a point of contact with others interested in learning more about our evaluation efforts.
- Hire, train, and supervise staff.
- Participate in Community Impact Team directors and managers meeting to provide leadership for the division.

QUALIFICATIONS AND REQUIREMENT:
- Relevant education, training and certifications in measurement, program evaluation, statistics and data analytics.
- 3 - 5 years of related professional experience working in applied research settings or testing organizations in the areas of human service, education and or community health.
- Expert level proficiency in Excel, analytical and data visualization software (e.g., Clear Impact, Tableau, Alteryx, etc.)
- Collective impact experience preferred.
- Experience supervising staff preferred.
- Access to a car, current valid Driver's License and a satisfactory driving record are conditions of initial and continued employment.
- Employee must be able and willing to travel as deemed necessary by his/her supervisor to all communities throughout the National Capital Area served by UWNCA. Able to work irregular hours such as early or late evening hours (before or after office hours).
