NOTE: This is a grant-funded position for 18 months.
As the Director Public Policy and Advocacy you will be responsible for the execution of strategies designed to advance United Way’s public policy goals around health and safety net policy. Primarily, you work with the UWW Health Policy Director to lead efforts in building the capacity of 8-10 local and state United Ways through sub-grants in deepening their advocacy engagement to protect and improve access to healthcare coverage.
Secondarily, with support from UWW public policy, communications and program staff, will work with the United Way network to generate public awareness to protect safety net and income support issues that support vulnerable populations, i.e. SNAP, WIC, TANFF, and Housing Voucher programs.
The grant-funded position will work with sub-grantees to develop their proposals and work plans focused primarily on educating the public and elected officials about the issues, building a diverse set of stakeholders to support the work, collecting stories and data, generating earned media, and developing capacity of their organization and partners to engage in public policy efforts that support health advocacy goals.
You will be expected to have working knowledge about health and financial stability policy, strong communications and public speaking skills, and experience driving advocacy campaigns. You will work directly with the UWW Health Policy Director and the United Way network to expand capacity to educate the general public, the business community, and Members of Congress and their staff about the value and importance of affordable healthcare access and safety net issues supporting working families. You will represent United Way on Capitol Hill and with the Administration, and work closely with national partners to advance policy goals. Duties also include grant management, including executing sub-grants, and providing technical assistance and support to United Ways, including travel to present at national and regional conferences and state meetings.
You will report to United Way Worldwide's Senior Vice President for Public Policy and will work collaboratively on a daily basis with other members of the Public Policy Team, which is a part of United Way Worldwide’s U.S. division.
In your role as you will work collaboratively to advise and support execution of grant goals and strategy, and will participate in development of training opportunities and events, including executing fly-ins for local and state United Way staff . You will communicate policy and advocacy priorities with internal and external stakeholders and work with a range of other staff within United Way Worldwide.
KEY RESPONSIBILITIES/ESSENTIAL DUTIES OF POSITION: An individual must be able to perform each essential duty listed below at a satisfactory level:
- Manage all components of a large grant, including tracking activities, managing the project budget, writing reports and proposals, and executing/supporting sub-grants to local and state United Ways.
- Build and manage relationships sub grantees to provide targeted supports, technical assistance and consultation in an effort to increase their capacity to engage in advocacy on these issues.
- Write and distribute reports, articles, briefs and memoranda on issues related to healthcare access and safety net support issues.
- Spotlight and disseminate best practices and knowledge to state and local United Ways.
- Organize, participate in, and conduct trainings, webinars, and conferences to build awareness and knowledge for sub grantees on healthcare and safety net issues. Some travel required.
- Cultivate relationships with national and state leaders and partners and find synergy with UWW policy and advocacy priorities.
- Other duties as assigned.
Minimum requirements include a Bachelor’s degree and at least 5 years of advanced-level experience in a public policy advocacy. Familiarity with the United Way network and federal policy landscape is strongly preferred. Postgraduate degree beneficial. The role also requires: health policy knowledge, advocacy skills and abilities; excellent verbal and written communication skills; an ability to multi-task in a fast paced environment, build relationships, and work collaboratively; and excellent project management and Microsoft Office Suite skills.
