General Summary

Under general supervision of the Senior Manager, Financial Stability, this part-time (~16 hours per week), year-round, grant-funded position will act as the lead in overseeing the financial education components of CA$H Greater Portland. This includes supporting the free tax preparation process during tax season and expanding financial education and asset building services to a year-round model.

CA$H Greater Portland (Creating Assets, Savings and Hope) is an initiative of United Way of Southern Maine in partnership with the Greater Portland CA$H Coalition, community leaders and industry experts working together to help individuals and families to achieve long-term financial stability.

CA$H free tax preparation services are offered virtually and in-person, where IRS tax-law certified volunteers prepare and file federal and state income taxes for eligible clients. Participants often learn that they qualify for tax credits, like the Earned Income Tax Credit or Child Tax Credit, which can put thousands of dollars back into their pockets. Opportunity Guide volunteers help tax clients with the intake process and connect them with financial education tools and community resources that can help them make the most of their money.

The FEAB Specialist is responsible for managing in-person and virtual volunteer Opportunity Guides and assisting with the implementation of CA$H financial stability strengthening initiatives, focusing on client financial literacy and data collection. Outside of tax season, the FEAB Specialist will create ongoing volunteer opportunities and support expansion of financial stability services in the community.

Essential Functions

  • Provide high-quality assistance to all tax site clients, regardless of sex, race, color, national origin, disability, or age, while maintaining the highest level of client confidentiality. 
  • Attend the limited in-person tax preparation events and manage a team of on-site and virtual Opportunity Guide volunteers throughout the year.
  • Ensure CA$H Maine Intake sheets are collected for all clients and input data captured into the statewide system.
  • Coordinate set-up and break-down financial and asset building resource materials and displays at in-person tax events.
  • Ensure IRS quality site requirements are in place and volunteer standards of conduct are followed by all volunteers at in-person events.
  • In collaboration with the Tax Site Coordinator, manage and track the flow of clients through each phase of tax preparation for in-person and virtual clients.
  • Manage client process for financial education and asset building by connecting clients with Opportunity Guides, tracking client progress and providing client follow-up and warm handoffs to partners. 
  • Along with Opportunity Guides, conduct one-on-one conversations of a sensitive nature with clients while providing financial support and resources.
  • Outside of tax season, this position will help UWSM pilot new initiatives to expand services for current CA$H clients; support CA$H partners to add new services for their clients and research and explore models for program expansion.
  • Develop pilot programming for FEAB services in conjunction with Corporate and community partners.
  • Keep UWSM staff aware of progress and outstanding questions or concerns.
  • Promote and advocate for the mission of CA$H Greater Portland and United Way of Southern Maine.

UWSM, CA$H Maine, and the IRS will provide robust training. Additional requirements include the IRS VITA Standards of Conduct (must pass certification test), Intake/Interview & Quality Review training (must pass certification test), and UWSM Opportunity Guide training attendance.    

Preferred Education

Bachelor’s degree or foreign equivalent, or equivalent in relevant work-related experience

Required Skills and Experience

  • 3-5 years of professional experience within financial literacy programs, community, or non-profit environments.
  • Demonstrated commitment to community change work.
  • Strong understanding of financial stability fundamentals.
  • Ability to communicate clearly with the public in a friendly, helpful, and supportive manner.
  • Effective English verbal and written communication skills.
  • Ability to manage several projects simultaneously and stay focused and organized in a fast-paced and stimulating environment.
  • Strong attention to detail and problem-solving skills.
  • Excellent knowledge of office equipment (i.e., copiers, computers, etc.) and comfort working with Microsoft Office Suite.
  • Enthusiastic individual who exhibits a positive attitude and willingness to motivate others.
  • Ability to interact with and work well with diverse populations and a wide variety of people.
  • Volunteer management experience preferred.
  • Fluency in second language preferred.
  • Strong sense of ethics, discretion, trustworthiness, and honesty, always representing CA$H Greater Portland and UWSM in a positive manner and maintaining the highest-level of client confidentiality.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.  UWSM’s COVID-19 Policy requires employees to be fully vaccinated against COVID-19 (or received a reasonable accommodation) prior to their start date. We are currently operating in a hybrid work environment, mostly remote (work-from-home) with limited in-person activities.

Position Type/ Expected Hours of Work

This is a non-exempt, part-time, temporary hourly position (approximately 16 hours/week) that will commence with training in late January 2022 and continue for one year. It is possible the position will be extended, if funding allows.  This position is not benefits-eligible.

Between January 21, 2022, through April 15, 2022, the Financial Education and Asset Building Specialist’s schedule includes time outside the normal business day including evenings and select Saturdays from 8:30 am - 3:30 pm in support of in-person tax preparation events as COVID-19 protocols allow. Most of the work will be performed remotely except for 3-5 potential in-person tax preparation events.
